This DCL disseminates two ways of calculating the base amount of program expenditures for incentive reinvestment purposes. The first table enclosed shows the 1998 State share of administrative expenditures less actual incentive payments by State. The second table shows the average State share of administrative expenditures for FY's 1996, 1997, and 1998 less actual incentive payments.

This letter transmits the National Child Support Enforcement Strategic Plan for FY 2000-2004. We are pleased to report that State, local, tribal, and Federal partners developed the plan over the last several months, and consensus with State partners was reached on the new plan on June 13, 2000.

We have been advised that Dear Colleague Letter 99-03, dated Januray 5, 1999, lead to some misunderstanding of the implementation of the new incentive system, enacted by the Child Support Performance and Incentive Act of 1998. This letter will clarify the earlier information and will supersede and replace DCL-99-03.

This document references the Secretary`s Report to Congress recommending a new incentive funding system for the child support enforcement program. The Secretary`s report, which was a requirement of the Personal Responsibility and Work Opportunity Reconciliation Act, was submitted to Congress on March 13, 1997.
