In August 2005, the Federal Office of Child Support Enforcement (OCSE) and the National Child Support Enforcement Association (NCSEA) conducted an Employer Symposium in Cincinnati, Ohio. Attached is a copy of the report that was developed from the Symposium discussions. This report provides a summary of the major issues that were identified along with recommendations.

This letter announces "The Employer?s Desk Guide to Child Support." The guide was developed in response to numerous requests from the employer community and state child support programs for a comprehensive summary of employers? responsibilities and tasks relating to child support.

Please find enclosed a "Work First Guide--How to Implement an Employment Focused Approach to Welfare Reform," developed by the Manpower Demonstration Research Corporation (MDRC) under the JOBS Evaluation Contract with the Departments of Health and Human Services and Education. Although the guide is directed to welfare agencies providing employment-related services to custodial parents receiving public assistance, much of the information provided in the guide may also be useful to child support agencies given the new work requirements under welfare reform.
