Our Programs
NARUC operates several grant-funded Domestic and International programs that serve our members by offering education, information, and communications resources on critical issues that State regulators face on a daily basis.
Domestic programs are operated by the NARUC Domestic Grants Department. The Department receives funding from several Federal agencies, including the Environmental Protection Agency, the Department of Energy, and the Department of Homeland Security. Domestic programs are conducted with those agencies along with the New York State Energy Research and Development Agency and the Energy Foundation.
These grants fund projects that provide opportunities for NARUC members to better participate and understand issues such as natural gas supply constraints, electric transmission system enhancements, distributed generation interconnection standards, incentives for power plant environmental upgrades, clean drinking water, and critical infrastructure protection.
Domestic programs generally support NARUC's Critical Infrastructure, Electricity, Energy Resources and the Environment, Gas, Water, and the recently established Task Force on Climate Policy.
NARUC's International Programs are largely funded in cooperation with the U.S. Agency for International Development. These programs, dating back to 1998, provide information exchanges with energy regulators in Europe, Africa, Asia, and Latin America/Caribbean. Managed by NARUC, the programs result in a two-way learning experience linking a specific U.S. commission with an international regulatory counterpart to develop and bolster its institutional capacity and practices in market-based energy regulation.
As public representatives regulating utility services, NARUC members bring a wealth of experience to countries that are reforming their utility industries. NARUC members serve as an 'elite' volunteer regulatory corps providing technical regulatory assistance overseas, dovetailing foreign assistance programs with specific foreign policy objectives.
International programs support the Committee on International Relations.
NARUC participates in several collaborative efforts with our federal counterparts-the Federal Energy Regulatory Commission and the Federal Communications Commission.
These programs cut across the energy and telecommunications regulatory landscape and are geared to ensuring that consumers are receiving the highest quality of service at fair, just and reasonable prices.
The Nuclear Waste Program Office is funded by a cooperative agreement with the Department of Energy and serves as a monitoring and advocacy office. Under the DOE agreement, the Office monitors waste disposal activities, prepares analyses, and communicates NARUC positions on policy and program developments.
