About Us
OYA is responsible for youth offenders and other functions related to state programs for youth corrections.
Vision
The Oregon Youth Authority is the state juvenile corrections agency.  OYA incarcerates youth who cannot safely live in the community, and provides supervision and treatment opportunities to youth offenders in all 36 Oregon counties.
 
OYA was created as a separate agency in 1995, following recommendations from a juvenile crime prevention task force chaired by then-Attorney General Ted Kulongoski.  Governor Kulongoski recently said that Oregon remains a national juvenile justice model, and that creating OYA is one of the greatest accomplishments in his public service career.
 
OYA’s mission integrates protecting the public and reducing crime by providing reformation opportunities to youth offenders in safe environments.
 
OYA provides a continuum of services to protect the public and reduce juvenile crime through programs and partnerships with local communities and counties.  Services emphasize decisive intervention in delinquent behavior, certain sanctions for crimes committed by youth, restitution to victims, and effective and innovative rehabilitation programs for youth offenders.
 
OYA exercises legal and physical custody over youth offenders who commit offenses between the ages of 12 and 18 and have been committed to the OYA by county juvenile courts.  Youth offenders may remain in OYA's legal and physical custody up to age 25.
 
In addition to juvenile court commitments, OYA can have physical custody of young offenders who commit crimes while under age 18, are convicted in adult court after jurisdiction or statutory judicial waiver or Measure 11 charge, and are in the legal custody of the Oregon Department of Corrections.  OYA may retain custody of these offenders up to age 25. 
 
Mission Statement
The mission of the Oregon Youth Authority is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments.
 
To achieve this, we:
 
  • Emphasize safety of the public, youth, and staff;

  • Provide certain, consistent sanctions for youth offenders through a continuum of evidence based services and sanctions;

  • Support the concerns of crime victims;

  • Provide comprehensive youth reformation programs;

  • Promote and support juvenile crime prevention activities;

  • Encourage involvement and responsibility of families, communities, and juvenile justice partners; and

  • Select, train, support, and empower a competent and diverse workforce.
