Addressing HIV/AIDS Challenges

In 2007, about 33 million people were living with HIV/AIDS, and about 2.5 million people were newly infected with HIV. In 2008, the U.S.-funded HIV/AIDS programs, including the President's Emergency Plan for AIDS Relief and the Global Fund to Fight AIDS, Malaria, and TB, spent over $5 billion. In July 2008, Congress reauthorized the emergency plan at a total of $48 billion for fiscal years 2009-2013. Challenges remain, and policymakers should

  • work with national governments and international partners to address the underlying economic and policy factors creating the crisis in health care human resources,

State needs to take several actions, including the following:

  • Ensure that the U.S. Global AIDS Coordinator provides appropriate guidance to the President's Emergency Plan for AIDS Relief (PEPFAR) country teams on how to identify and use cost-related information in their planning and budgeting of PEPFAR programs.
