Introduction:
The Environmental Protection Agency’s (EPA) Office of the Chief Financial Officer (OCFO) is responsible for providing financial management services and for managing and coordinating EPA’s planning, budget, analysis, and accountability processes. OCFO is in the planning and acquisition phase of its Financial System Modernization Project, a key element of the overall Financial Replacement System plan. The implemented financial system under this project will promote increased integration among the various systems and add new functionality that will improve EPA’s mission performance.
The project is framed by EPA’s business requirements and the objectives set forth by the Office of Management and Budget’s (OMB) Financial Management Line of Business (FM-LoB) initiative under the President’s Management Agenda. EPA is considering that it implements a solution consistent with the FM-LoB vision: to establish the framework for a government-wide financial management solution that is efficient and improves business performance while ensuring integrity in accountability, financial controls, and mission effectiveness. In this way, the goals identified for the FM-LoB provide the underpinnings for EPA's Financial Replacement System plan. EPA will use a single stage acquisition that includes three elements—software, integration, and hosting. Consistent with the FM-LoB approach, EPA is considering Government designated Centers of Excellence for Financial Management as well as private sector providers as part of its best-value determination. Centers of Excellence are the Department of Transportation, Department of the Interior, General Services Administration, and Bureau of the Public Debt. In the interest of transparency and equity, the Government has determined that issuance of a single solicitation under the contracting by negotiation procedures of FAR Part 15 will be utilized. EPA will apply the policies and procedures in OMB Circular A-76 to the extent necessary to achieve a level playing field in a competition involving sources from both the public and private sectors.
Through this Web page, EPA provided the public, private sector vendors, and the Government Centers of Excellence interested in responding to the EPA solicitation with early access to reference documents applicable to the solicitation. EPA Office of Acquisition Management (OAM) issued the solicitation on January 6, 2006. The solicitation closed on March 7, 2006. AWARD NOTICE
Award was made under this solicitation on February 12, 2007 to CGI Federal, Inc., 12601 Fair Lakes Circle, Fairfax, VA 22033. The award was protested on February 26, 2007. GAO sustained the protest on June 4, 2007. On April 10th, 2008, EPA was authorized to proceed with the Financial Systems Modernization Project (FSMP) through a contract awarded to CGI Federal, Inc. The potential 10 year deal includes both software acquisition and implementation services, and migrates EPA’s financial system hosting and application management to CGI as a commercial shared services provider under the Financial Management Line of Business initiative.
