"What's New in the ADS" Archives

The ADS Booklet is an informative, user-friendly guide to USAID’s Automated Directives System (ADS). Packed with graphics and easy-to-follow information, it explains what the ADS is, its structure and content, how to access it (web and CD), and how to find Agency policy or required procedures within the ADS.

ADS 103, Delegations of Authority

The chapter was revised editorially for CD 36 to move Global Health Bureau (GH) to section 103.3.16 and to clarify that the GH matrix is the delegation for GH.

ADS 461, Employee Evaluation Program, Foreign Service and Senior Foreign Service

New and Revised Policy Directives and Required Procedures:

This is a new ADS chapter, which is applicable to the Foreign Service and Senior Foreign Service only. It contains the FS and SFS Employee Evaluation Program policy directives and required procedures, and associated AID Forms.

EEP Guidebook Part 1, Foreign Service, a mandatory reference for ADS 461

New and Revised Policy Directives and Required Procedures:

The EEP Guidebook Part 1, Foreign Service, is a detailed guide to the policy directives, procedures, and schedules required for the FS EEP.

ADS 462, Employee Evaluation Program, Civil Service

New and Revised Policy Directives and Required Procedures:

This chapter was split into two separate chapters: ADS 461 (a new chapter) addresses the Employee Evaluation Program for the Foreign Service and Senior Foreign Service; ADS 462 now addresses the Employee Evaluation Program for the Civil Service.

The Employee Evaluation Program (EEP) Guidebook was also divided into FS (Part 1) and CS (Part 2). Part 1 of the EEP Guidebook is a mandatory reference for ADS 461; Part 2 is a mandatory reference for ADS 462.

The only substantive change to the CS EEP is the Appraisal Input Form (AID Form 400-1B).

Employee Evaluation Guidebook, Part 2, Civil Service, a mandatory reference for ADS 462

The Employee Evaluation Program (EEP) Guidebook, Part 2, Civil Service is a mandatory reference for ADS 462. The Foreign Service information was removed and placed into a new reference titled, Employee Evaluation Program (EEP) Guidebook, Part 1, Foreign Service. The only substantive change to the CS EEP is the Appraisal Input Form (AID Form 400-1B).
