  • Clarified the use of asterisks in the ADS
  • Clarified the use of back-up clearing officials
  • Clarified the role of EOP in the ADS clearance process
  • Stated that clearing officials need to justify to their author their request for more reviewing time
  • Provided details regarding the need to send ADS material out for re-clearance

    This Interim Update announces the revision of ADS 518: Personal Property Management (Domestic). Subsection 518.3.7 has been modified to reflect the new dollar limit ($305) set on gifts and decorations from foreign governments.

    This Interim Update also announces the revision of ADS 519: Building Support Services. This chapter has been edited and office symbols have been updated.

    ADS Chapter 501 - The Automated Directives System (ADS)

    ADS 501, The Automated Directives System, has been revised. The chapter has been edited and changes include:

  • Announcing the types of ADS training available,
  • The procedures for cancelling an Interim Update,
  • The process for changing the authorship of a chapter from one Bureau to another,
  • Roles of the primary Clearing Official and the backup,
  • The fact that clearance e-mails must include a short description of new or revised material,
  • Clarified the fact that it is up to the author to grant a clearing official more time,
  • Clarified the five possible responses that a clearing official can provide to an author,
  • Clarified what clearing officials need to review once a chapter is sent out for re-clearance,
  • Provided information on how M/AS/IRD reacts when ADS material is held up for issuance by the author, and
  • Provided information on the steps M/AS/IRD will take to respond to delinquent annual certification tables of ADS material.

    ADS Chapter 518 - Personal Property Management (Domestic)

    ADS Chapter 518, Personal Property Management (Domestic), has been modified. Subsection 518.3.7 has been modified to reflect the increase in the dollar amount of gifts and decorations from foreign governments that employees may accept:

  • Employees may keep a gift from a foreign government if the gift is of minimal value. ("Minimal value" currently means that it has a retail value in the U.S. of $305 or less.)


  • Office symbols in the chapter have been updated, and the chapter has been edited in its entirety.

    Series 600 Interim Update #07-06 - ADS - 630 Revision, Successive Certification

    ADS Chapter 631 - Accrued Expenditures

    ADS chapter 631 was revised to incorporate two Interim Updates (IU 05-04 and IU04-20) for materiality thresholds originally identified in the superseded IU’s, eliminating all references to doing accruals in MACS, adding the requirement to accrue for local currency trust funds, and identifying the new Phoenix Business Objects Enterprise (R0660) accrual reporting query database.

    Series 600 Interim Update #07-05 - ADS-631 Accrued Expenditures

    This Interim Update announces revised ADS Chapter 631, Accrued Expenditures. This chapter has been updated and is attached to this IU to recognize USAID wide acceptance of a standard materiality threshold as established under the Phoenix Business Object accrual reporting query.
