"What's New in the ADS" Archives

ADS 103, Delegations of Authority

New and Revised Policy Directives and Required Procedures:

Changes were made to sections 103.3.10.7, 103.3.6, and 103.3.8.10 to update the designations of the Senior Procurement Executive, Chief Acquisition Officer, and Assistance Executive.

Series 200 Interim Update #04-12, Interim Guidance

New and Revised Policy Directives and Required Procedures:

The Administrator approved a set of recommended reforms, including changes to USAID's program planning policies and the manner in which the Agency and its Operating Units conduct strategic planning, monitoring and reporting. He instructed PPC to prepare Interim Guidance to facilitate the implementation of the reforms. After broad consultations within the Agency over the past several months, the Guidance has been completed. The Administrator approved this new strategic management guidance on October 22, 2004.

Series 300: Acquisition & Assistance

Series 300 Interim Update #04-11, Proposed Marking Policy Posted in Federal Register

New and Revised Policy Directives and Required Procedures:

USAID is initiating a proposal to revise, extend and enhance our marking requirements. This policy change will require organizations that receive grants and cooperative agreements, as well as contracts, to mark all programs, projects, activities, and public communications as funded by USAID. This initiative is subject to a public, transparent process called rulemaking.

As a follow up, we are informing all USAID employees, as well as USAID partners (by separate notice), that on December 20, 2004, USAID has begun the rulemaking process by publishing a Notice of Proposed Rulemaking in the Federal Register.

USAID employees may review the proposed rule and participate in the public rulemaking by sending written comments, if any, to the email address listed in the rule. The period for written comments will close on February 3, 2005.

Series 400 Interim Update #04-07, ADS, Chapter 418, Promotion and Internal Placement – Policy Change for Promotion Interviews

Human Resources has entered into a Memorandum of Agreement with the AFGE to change the current Agency requirement for all persons who are referred on a Merit Promotion certificate of eligibles to a Selecting Official to be interviewed. All Direct-Hire USAID candidates on the promotion certificate must be interviewed if a selection is to be made from the certificate.

A number of changes were made to 504maa:

  • The office symbol for ANE was corrected.
  • Rebecca Goldman's title was removed.
  • All three LPS staff now have Executive Message capability.
  • Lynn Mason was removed from the PPC and PPC/RA list.
  • Manpreet Anand, Todd Lufgren, Jim Thompson, and Roopa Karia were added to the GDA list.
  • Lorie Dobbins and Christine Bache were removed from the GDA list.
  • Added Paula Hayes and Ericka Sikes to the IG list.
  • Deleted Kim Norris from the IG list.

Series 600: Budget and Finance

ADS 637, U.S. Personal Services Contractors 401(k) Defined Contribution Pension Plan

New and Revised Policy Directives and Required Procedures:

This chapter was modified to reflect the fact that two of its references were updated. These two references are Certification of Participant Contribution and Agreement for Cash or Deferred Election under Section 401(k). These two forms now contain data for the year 2005.

Series 600 Interim Update #04-20, Accruals Materiality Threshold for USAID/W and Phoenix Missions, to be included in ADS 631, Accrued Expenditures

New and Revised Policy Directives and Required Procedures:

This IU establishes the materiality threshold for estimating and reporting accruals in USAID/W and Missions now using the Phoenix Accrual Reporting System (ARS). Effective immediately, Missions that have completely converted from the MACS to the Phoenix system will use the Phoenix ARS for reporting accruals.
