RCSP's Place in the SAMHSA Matrix

The SAMHSA Matrix depicts priorities and cross-cutting principles that guide SAMHSA’s program, policy, and resource allocation. It is founded on a vision for the work of SAMHSA that promotes “a life in the community for everyone” by building resilience and facilitating recovery.

The RCSP program is part of SAMHSA’s priority effort to build Substance Abuse Treatment Capacity. It reflects the SAMHSA principle of aiming for recovery. In the broadest sense, the principle of recovery includes reduction in stigma and barriers to services, also part of the recovery communities’ efforts.

The "X" in the matrix image below marks the spot where the RCSP priorities and principles fit into the matrix and contribute to the attainment of SAMHSA objectives.

SAMHSA’s matrix is an evolving tool that highlights SAMHSA priorities; new activities may emerge to target other emerging issues. It reflects both the priorities of the Department of Health and Human Service and a public health approach to mental health services, substance use prevention, and addiction treatment.

"People of all ages, with or at risk for mental or substance use disorders, should have the opportunity for a fulfilling life that includes a job, a home, and meaningful relationships with family and friends."
