JOB SUMMARY:This position serves as a Information Technology Specialist in the Information Technology and Special Audits Division, (ITSA) Office of Audit (IG/A), Office of the Inspector General (OIG), with the U.S. Agency for International Development (USAID). IG/A/ITSA provides auditing functions under the technical direction of an audit manager in auditing USAID, African Development Foundation (ADF), Inter American Foundation (IAF) and Millennium Challenge Corporation (MCC) information technology and systems programs and operations.

SUBJECT TO THE AVAILABILITY OF FUNDS.

    KEY REQUIREMENTS:

  • At the full performance level, the incumbent will carry out the full range of electronic data processing (EDP) support functions in the USAID auditing functions under the technical direction of an Audit Manager, in auditing USAID information technology and systems programs and operations. The function involves providing assistance to auditors and investigators in Headquarters and regional offices in technical areas where they do not have expertise. Responsibilities involve providing assistance in system design analysis and information technology management. The position performs such audits in compliance with Generally Accepted Government Auditing Standards (GAGAS).

Qualifications:APPLICANTS MUST MEET THE MINIMUM REQUIREMENTS OF THE OFFICE OF PERSONNEL MANAGEMENT'S OPERATING MANUAL QUALIFICATION STANDARDS FOR GENERAL SCHEDULE POSITIONS

SPECIALIZED EXPERIENCE: For the GS-12: One (1) year equivalent to at least the GS-11 level in the Federal government. Examples of qualifying experience include analyzing data and developing databases or spreadsheet files, designing and preparing reports of the retrieved information; prepare clear and concise manuals/instructions on how programs are utilized.

For the GS-13: One (1) year specialized equivalent to at least the GS-12 level in the Federal government. Examples of qualifying experience include selecting the appropriate established software package or writing programs to retrieve data from the computer systems; developing a new retrieval program and executing the programs; analyze the results and writing a report chapter and/or technical appendix; perform a variety of high-level special EDP audit assignments involving national policy and performance matters; and develops and writes audit policy and must have knowledge of GAO, AICPA, and other accounting and auditing standards, principles and practices.

You must be a U.S. citizen to qualify for this position.

You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

This position requires a Secret security clearance.

Time in grade restrictions must be met by the closing date of the announcement.

How You Will Be Evaluated:

You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledges, skills, and abilities associated with this position as defined below. When describing your knowledges, skills, and abilities, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc.

1. Ability to work in a team environment to assist auditors and/or investigators on technical issues, which may include researching information technology policies and standards; emerging technology; and concepts and theory of computer resources. Ability to learn standards and techniques for assisting auditors and/or investigators.

2. Possess knowledge to retrieve data from information systems (e.g., spreadsheets and databases), including how to write queries and/or sort data. Ability to successfully learn and use software tools for analyzing data..

3. Ability to implement innovative technology to improve operations and understand and utilize software, including-at a minimum- word processing, database, spreadsheet applications.

4. Demonstrated ability to successfully communicate orally and in writing, including ability to work in a team, discuss technical issues with customers and write technical and non-technical documents for laypersons.

OTHER DOCUMENTS REQUIRED IN ADDITION TO THE APPLICATION FORM:

  • Narrative statement (written by applicant) explaining his/her experience relative to the KSA’s above. Do not respond by referring to an item number on your application or by repeating material on your application.
  • Current performance appraisal dated within the last 18 months, if currently employed in the Federal Government.

  • SF 50 (Notification of Personnel Action) showing competitive status, if applicable.
  • Documentation showing proof of eligibility as a surplus or displaced employee.

    ICTAP eligibles must submit one of the following as proof of eligibility for the special selection priority: a separation notice; a 'Notice of Personnel Action' (SF-50) documenting separation; an agency certification that you cannot be placed after injury compensation has been terminated; an OPM notification that your disability annuity has been terminated; OR a Military Department or National Guard Bureau notification that you are retired under 5 U.S.C. 8337(h) or 8456.

    Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(a) for CTAP and 5 CFR 330.704 for ICTAP.
