Abstract:
EPA is proposing federal requirements to reduce regional ozone transport in the event that any of the 22 States or the District of Columbia does not submit the required State implementation plan provisions in response to the NOx State implementation plan call (NOx SIP callwhich was finalized on September 24, 1998) or fails to submit an approvable plan. The proposal includes NOx reduction requirements for utilities and large non-utility point sources, including large industrial boilers and turbines, large internal combustion engines, and cement manufacturing. The proposed requirements use the same source cutoff levels, categories, and control levels as were used to develop the final NOx SIP call budgets and require that the emission reduction measures be implemented on the same schedule (i.e., by May 1, 2003).
