Abstract: On Dec. 19, 2000, EPA issued a final action making findings under the Clean air Act that Virginia, West Virginia, Alabama, Kentucky, North Carolina, South Carolina, Tennessee, Illinois, Indiana, Michigan, Ohio, and the District of Columbia failed to submit complete state implementation plans required under the Clean Air Act for the NOx SIP Call rule.
