Knowledge :: Funding Levels and Criteria

TEA-21 funds IBRC technology in two ways. The first is funding for research development and technology transfer activities. The second is through grants to State DOTs for specific repair, rehabilitation, and construction projects. Bridges on all public roads, including State and locally funded bridge projects, are eligible for funding consideration, and local agencies are encouraged to submit applications. Please note that applications from agencies other than the State DOT must be submitted through the DOT.

The authorized funding for the IBRC program is:

* via the Consolidated Appropriations Act, 2004( P.L. 108-199 ), however, at the current time, only 7/12ths of the 2004 amounts are authorized under the program.

Costs of preliminary engineering and construction are eligible work, although construction projects have priority consideration. The IBRC funds may be used for the Federal share of the cost of the construction of the “innovative materials” portion of the project. Eighty percent of the grants made to date cover the entire scope of the innovation process, including engineering, repair or construction, and post-construction monitoring and evaluation.
