2006 Clean School Bus Demonstration Projects

In 2006, EPA announced the award of the 2006 Clean School Bus USA assistance agreements through its regional collaboratives. Through these agreements $7 million was awarded to 45 school districts and non-profit entities around the nation for projects designed to lower diesel emissions in school bus fleets. The projects will replace older diesel school buses with new, less-polluting models and retrofit others with emissions control technology and cleaner fuels.

Kentucky 4 Montgomery-Bourbon County Schools Montgomery-Bourbon County Schools will install 39 DOCs and 12 DPFs on school buses. Federal Grant $171,000.

Maine 1 Maine Department of Environmental Protection (Maine DEP) Maine DEP is working with the Maine education and transportation departments to retrofit 11 school buses with diesel multi-filters. Federal grant: $56,100.
Massachusetts 1 International Council for Local Environmental Initiatives (ICLEI) - Local Governments for Sustainability, Boston, MA ICLEI will install 100 DOCs and implement biodiesel fuel on school buses for municipalities across the eight state region of the northeast. Federal grant: $299,406.

2005 Clean School Bus Demonstration Projects

On February 20, 2006, EPA announced the award of the 2005 Clean School Bus USA assistance agreements. $7.5 million was awarded to 35 school districts around the nation for projects designed to lower diesel emissions in school bus fleets. The projects include replacements of older diesel school buses with new, less-polluting models, emissions control technology, retrofits, and cleaner fuels.

Arizona 9 Tucson Unified School District The Tucson Unified School District will purchase 61 compressed natural gas buses in a partnership with EPA, the American Lung Association, Clean Cities and the City of Tucson. Federal grant: $493,003.
California 9 Napa Valley Unified Napa Valley Unified School District, in partnership with the electric utility and a non-profit consortium, Advanced Energy will bring the first hybrid electric school buses to California. This project will fund the purchase of three hybrid electric buses. Federal grant: $30,000.
Visalia Unified School District The Visalia Unified School District will replace two older diesel school buses with two new compressed natural gas buses. Federal grant: $96,000.
Sweetwater Union High School The Sweetwater Union High School District will replace two 1986 model year buses with new, cleaner school buses. Federal grant: $77,580.
Windsor Unified School District Two 1980s diesel school buses will be replaced with two new compressed natural gas buses. The district will fuel six other buses with biodiesel B100 (100 percent biodiesel, no petroleum based diesel). Federal grant: $182,977.
Colorado 8 Huerfano School District Huerfano School District will replace two 1980s buses with new, cleaner diesel buses. Federal grant: $57,520.
Poudre School District Poudre School District will retrofit approximately 90 buses with a combination of technologies; diesel oxidation catalysts, closed crankcase ventilation systems, and diesel particulate filters. Federal grant: $253,875.
Connecticut 1 Regional School District No. 18 Regional School District No. 18 will install one diesel oxidation catalyst, nineteen diesel particulate filters and fuel the fleet with ultra low sulfur diesel in Lyme, and Old Lyme, Connecticut. Federal grant: $167,817.
Town of Fairfield School District Approximately 50 contract fleet buses will be retrofitted with diesel particulate filters. As part of the project, the district plans the purchase of a cleaning station and the use of ultra low sulfur diesel fuel. Federal grant: $369,000.
Florida 4 School Board of Pinellas County The Pinellas County School Board will use grant funding to retrofit 76 school buses with diesel oxidation catalysts and crankcase filtration systems. In addition, the school board will work with its project partners to implement strategies that reduce emissions from buses, such as idling reduction. Federal grant: $150,000.
Georgia 4 Bibb County Board of Education The Bibb County Board of Education in the Atlanta area will retrofit 18 buses with diesel particulate filters and fuel fleets in three counties with biodiesel B20 (diesel fuel blended with 20 percent biodiesel). Federal grant: $225,000.
Idaho 10 Basin School District The district will install 87 diesel oxidation catalysts and nine block heaters as a pilot. This is the first Clean School Bus project in Idaho. Federal grant: $250,000.
Kentucky 4 Campbell County School District Campbell County will retrofit 20 buses with diesel oxidation catalysts and closed crankcase ventilation. Approximately 30 additional buses will be retrofitted with diesel particulate filters. The district will replace two older buses with new, clean diesel buses. As a pilot project, they will fuel with ultra low sulfur diesel and biodiesel. Federal grant: $341,000.
Maine 1 Maine School Administrative District #57 A Maine school district will assist other towns, including Waterboro, Alfred, Limerick, Lyman, Newfield and Shapleigh to retrofit approximately 50 existing diesel school buses with diesel oxidation catalysts and closed crankcase ventilation systems. Federal grant: $69,000.
Michigan 5 Okemos Public Schools The Okemos Public School District, located in the greater Lansing, Michigan area, will equip 372 buses with diesel oxidation catalysts in school districts in the 25 particulate matter (PM) non-attainment counties in Michigan. Federal grant: $388,519.
Traverse City Area Public Schools Traverse City Area Public Schools will retrofit 122 buses with diesel oxidation catalysts. Federal grant: $140,365
Missouri 6 Kansas City #33 Kansas City School District #33 will retrofit approximately 275 privately contracted diesel school buses with diesel oxidation catalysts. Federal grant: $250,000.
Nebraska 7 Omaha Public Schools Omaha Public Schools will retrofit approximately 202 diesel school buses with diesel oxidation catalysts. Soy biodiesel will be used to fuel the fleet. Federal grant: $300,000.
New York 2 Greece Central School District The district of Greece Central will partner with Livonia, Sachem, and Fairport school districts to retrofit 244 diesel school buses with diesel oxidation catalysts and closed crankcase ventilation systems. Federal grant: $255,685.
Sachem School District Sachem School District will retrofit 156 privately contracted diesel school buses with diesel oxidation catalysts. Federal grant: $187,200.
Ulster Board of Cooperative Education Services (BOCES) The Board of Cooperative Education Services in the Ulster County area will retrofit three diesel school buses, which carry vocational and special education students, with diesel particulate filters and will fuel with ultra low sulfur diesel fuel. Federal grant: $34,899.
Ohio 5 Bexley City School District Bexley City will replace two 1980 model year diesel school buses with new, cleaner buses and will retrofit six others with diesel oxidation catalysts and closed crankcase ventilation systems. Federal grant: $66,600.
Cleveland Municipal School District The Cleveland Municipal School District will retrofit approximately 45 diesel school buses with diesel particulate filters and will fuel the fleet with ultra low sulfur diesel fuel. Federal grant: $300,000.
Cuyahoga County Board of Mental Retardation The Cuyahoga County Board of Mental Retardation, which operates several schools, will retrofit 39 specially equipped school buses with diesel oxidation catalysts. Federal grant: $29,993.
Oklahoma 7 Crutcho Public Schools Crutcho Public Schools will replace two 1980s buses, retrofit one other and fuel the five buses in its fleet with biodiesel B20 (diesel fuel blended with 20 percent biodiesel). The project will be the first Clean School Bus USA project in Oklahoma. Federal grant: $69,730.
Oregon 8 Eugene School District The Eugene School District will coordinate the retrofitting of approximately 160 diesel school buses with five other neighboring districts. Federal grant: $150,000.
Pennsylvania 3 Chester County Intermediate Unit Chester County Intermediate Unit, in the Philadelphia area, will install diesel particulate filters on 33 Ford Diesel privately contracted mini-buses. Federal grant: $175,000.
Great Valley School District Diesel particulate filters will be purchased and installed on 33 privately contracted diesel school buses. Federal grant: $200,000.
South Carolina 4 South Carolina Department of Education The State of South Carolina will retrofit approximately 197 buses with diesel oxidation catalysts and crankcase filters, replace up to 12 older diesel school buses, and conduct a biodiesel pilot and an idle-reduction device pilot. This is the first Clean School Bus USA project in South Carolina. Federal grant: $499,099.
Texas 6 Pasadena Independent School District A Houston area school district will replace eight pre-1990 diesel school buses with new, clean diesel buses. Federal grant: $219,625.
Pearland Independent School District All 120 diesel school buses will be retrofitted with diesel oxidation catalysts and will be operated on ultra low sulfur diesel fuel in this Houston-area project. Federal grant: $162,279.
Utah 8 Jordan School District The Jordan School District, a 2003 Clean School Bus USA grant recipient, will continue its program and replace five of its early 1990 diesel school buses with new compressed natural gas buses. Federal grant: $180,000.
Vermont 1 Windham Northeast Supervisory Union The Windham Northeast Supervisory Union will replace five of the oldest diesel school buses in several communities with new clean diesel buses. This is the first in Clean School Bus USA grant project in Vermont. Federal grant: $173,000.
Virginia 3 Richmond School District Richmond and Hopewell school districts will partner to retrofit 197 diesel school buses with diesel oxidation catalysts. Federal grant: $274,000.
Washington 10 Peninsula School District Peninsula School District will replace eight 1981-1991 diesel school buses with new clean diesel buses. Federal grant: $300,000.
Wisconsin 5 Madison Metropolitan School District Approximately 253 diesel-fueled buses will be retrofitted with diesel oxidation catalysts and 47 buses with closed crankcase ventilation systems. The project will take place in southern Wisconsin and a number of school districts will participate. Federal grant: $291,470.

2004 Clean School Bus Demonstration Projects

Building on the 2003 Clean School Bus USA demonstration grants program, Congress again allocated $5 million for school bus retrofit and replacement grants in 2004. EPA announced the selection of 20 projects for funding in June, 2004. The 2004 demonstration grants funded a diverse set of demonstrations around the nation.
In addition, EPA funded a school bus retrofit project in Chattanooga, Tennessee through a diesel retrofit program grant.
By retrofitting or replacing buses and/or substituting cleaner fuels, these 21 demonstration projects are affecting close to 5,000 buses.

2004 Clean School Bus Funded Demonstration Projects

California 9 San Diego Air Pollution Control District San Diego Air Pollution Control District will establish a sub-grant program for school districts throughout San Diego County to retrofit diesel school buses with particulate matter filters. The county includes many areas where environmental justice is a concern. Federal grant: $355,000.
South Coast Air Quality Management District The South Coast Air Quality Management District will replace seven pre-1987 diesel school buses with new compressed natural gas buses. The grant will also install up to 100 diesel oxidation catalysts on 1990 to 1993 model year diesel school buses in primarily environmental justice areas. Federal grant: $495,000.
Colorado 8 Littleton Public Schools Littleton Public Schools will use biodiesel B20(diesel fuel blended with 20 percent biodiesel) in its fleet of 67 diesel buses. Federal grant: $21,406.
Florida 4 Hillsborough County Environmental Protection Commission The Hillsborough County Environmental Protection Commission will install approximately 170 diesel oxidation catalysts on diesel school buses in the Tampa, Florida area. Federal grant: $200,000.
Georgia 4 Georgia Adopt-A-School Bus Program Georgia's Department of Natural Resources will develop a statewide Adopt-A-School Bus program. Initially, the program will provide four participating school districts with funding and technical support to retrofit school buses and use ultra low sulfur diesel fuel. The program will also develop extensive outreach materials. Federal grant: $490,000.
Illinois 5 City of Chicago In partnership with the Chicago Public School System, the American Lung Association, and the Illinois Environmental Protection Agency, the City of Chicago will equip about 80 buses with diesel oxidation catalysts and 20 buses with particulate matter filters in combination with ultra low sulfur diesel fuel. Federal grant: $315,000.
Indiana 5 Indiana Department of Environmental Management Indiana Department of Environmental Management will retrofit about 227 school buses in Evansville and near Indianapolis (Marion County Township Schools) with diesel oxidation catalysts. Federal grant: $250,000.
Iowa 7 Iowa Foundation for Education Administration The Bus Emission Education Program (BEEP) will partner with school districts throughout the state of Iowa to replace three older school bus engines and install diesel oxidation catalysts on 126 school buses, which will be fueled with various blends of biodiesel. Federal grant: $250,000.
Michigan 5 Ann Arbor and Manchester Public Schools The Ann Arbor Public Schools will equip 110 buses with diesel oxidation catalysts. The Manchester Public Schools, a nearby small school district, will operate its fleet of 18 buses on biodiesel B20 (diesel fuel blended with 20 percent biodiesel). As a pilot for the area, Ann Arbor will also install crankcase filtration systems in three buses. Federal grant: $95,357.
Okemos Public Schools In the greater Lansing, Michigan area, the Okemos Public Schools will equip 40 to 50 buses from up to seven different area school districts with diesel oxidation catalysts and crankcase filtration systems. Federal grant: $70,000.
Mississippi 4 Moss Point Public School District The Moss Point Public Schools will equip its entire fleet of 31 buses with diesel oxidation catalysts and implement anti-idling policies. Federal grant: $50,000.
Montana 8 Missoula Area Clean School Bus Program The Missoula City-County Health Department will purchase biodiesel B20 (diesel fuel blended with 20 percent biodiesel) for eight school buses in two Missoula-area school districts. Federal grant: $4,500.
Nebraska 7 Lincoln Public Schools Lincoln Public Schools will equip 118 diesel school buses with diesel oxidation catalysts. Federal grant: $150,000.
New Hampshire 1 New Hampshire Department of Environmental Services Working with public and private transportation providers, the New Hampshire Department of Environmental Services will install at least 30 closed crankcase systems in combination with diesel oxidation catalysts on buses in the Manchester School District and will install at least 15 closed crankcase systems in combination with diesel oxidation catalysts on buses in Nashua School District. Federal grant: $100,000.
New Jersey 2 Vineland Board of Education The Vineland Board of Education will install radio transmitter devices on 20 of its diesel buses in order to monitor the idling times of its fleet. In addition, all 94 diesel buses will be fitted with diesel oxidation catalysts. Federal grant: $180,000.
New Mexico 6 New Mexico Energy, Minerals and Natural Resources Department and State Department of Education Working in partnership with the State Department of Education, the New Mexico Energy, Minerals and Natural Resources Department will replace three older diesel school buses with new compressed natural gas buses. Federal grant: $105,000.
New York 2 New York State Energy Research and Development Authority The New York State Energy Research and Development Authority, in partnership with the NY Association of Pupil Transportation, will assist 11 geographically diverse school districts to retrofit approximately 334 buses with diesel oxidation catalysts or particulate matter filters. Federal grant: $504,037.
Oregon 10 Oregon Clean School Bus Program (Lane Regional Air Pollution Authority) The Lane Regional Air Pollution Authority will make ultra low sulfur diesel available to 15 fleets across Oregon (approximately 4 million gallons per year) and retrofit 42 school buses with particulate matter filters. Federal grant: $500,000.
Pennsylvania 3 Upper Darby School District The Upper Darby School District near Philadelphia will retrofit 58 buses with particulate matter filters and operate its entire fleet on ultra low sulfur fuel. Federal grant: $485,000.
Rhode Island 1 Warwick Public School Department The Warwick Public School Department will equip 20 buses with particulate matter filters and 20 buses with diesel oxidation catalysts. Ultra Low B20 fuel (ultra low sulfur diesel blended with 20 percent biodiesel) will be provided to the entire fleet of 72 buses. Federal grant: $350,000.
Tennessee 4 Chattanooga-Hamilton County Through a public/private partnership between the Chattanooga-Hamilton County Air Pollution Control Bureau and First Student, Inc., a local private school bus contractor, this project will equip 83 buses with diesel oxidation catalysts. Federal grant: $100,000.

2003 Clean School Bus Demonstration Projects

To support EPA's efforts to reduce pollution from school buses, Congress included $5 million in EPA's budget for a cost-shared grant program designed to assist school districts in upgrading their bus fleets. This grant competition closed on August 1, 2003. EPA received over 120 applications requesting nearly $60 million in funds. Seventeen demonstration projects were selected for funding. The projects will demonstrate a variety of approaches to reducing pollution from school buses. These demonstrations involve about 4000 buses and will remove over 200,000 pounds of diesel particulate matter from the air over the next 10 years.

Arizona 9 Paradise Valley Unified School District #69 - Phoenix, AZ The Paradise Valley Unified School District will demonstrate how a large, suburban school district near Phoenix, Arizona will retrofit 20 buses with particulate matter filters, fuel 114 with ultra low sulfur diesel, and introduce this fuel into an area of the country where it is not currently available.
California 9 Clovis Unified School District - Clovis, CA The Clovis Unified School District will demonstrate how a large, suburban school district near Fresno, California will retrofit 53 buses with diesel oxidation catalysts and evaluate their performance running on emulsified diesel fuel; plus retrofit 9 buses with diesel particulate filters and fuel them with ultra low sulfur diesel fuel.
Colorado 8 Regional Air Quality Council - Denver, CO The Regional Air Quality Council will establish a sub-grant program that allows urban and rural school districts in 10 counties to install oxidation catalysts in 160 buses and evaluate their performance running on biodiesel fuel.
Illinois 5 Illinois Environmental Protection Agency The Illinois Environmental Protection Agency will assist a small, urban school district in Chicago, Illinois in retrofitting 14 buses with diesel oxidation catalysts and in doing so, launch a Chicago area clean school bus initiative.
Maine 1 Maine Department of Environmental Protection The Maine Department of Environmental Protection will establish a sub-grant program to assist 21 primarily rural school districts across the state in establishing bulk purchasing to acquire diesel oxidation catalysts and in retrofitting 266 buses with these catalysts. The state will also purchase 180 new buses as part of its match.
Massachusetts 1 City of Medford - Medford, MA The city of Medford will demonstrate how a small, urban Boston-area school district with a contract school bus fleet will retrofit 54 buses with diesel particulate matter filters and fuel the fleet of 65 buses with ultra low sulfur diesel fuel.
Mississippi 4 Columbus Municipal School District - Columbus, MS The Columbus Municipal School District will demonstrate how a small, rural school district in northeastern Mississippi will retrofit 47 of its fleet of 59 buses with diesel oxidation catalysts.
New York 2 Corning-Painted Post Area School District - Painted Post, NY The Corning Painted Post Area School District will demonstrate how a small, rural school district in upstate New York will retrofit 17 buses with diesel particulate matter filters and acquire ultra low sulfur diesel fuel for its fleet of 19 buses.
North Carolina 4 Western North Carolina Regional Air Quality Agency - Asheville, NC The Western North Carolina Regional Air Quality Agency will establish a sub-grant program to expand a pilot retrofit project and help four primarily rural counties buy diesel oxidation catalysts for 321 buses.
Ohio 5 Cleveland Municipal School District - Cleveland, OH The Cleveland Municipal School District will demonstrate how a large, urban school district will expand its new clean school bus initiative and sustain the availability of ultra low sulfur diesel fuel in the Cleveland area by retrofitting 36 buses with diesel particulate matter filters and fueling these buses with ultra low sulfur diesel fuel.
Regional Air Pollution Control Agency - Dayton, OH The Regional Air Pollution Control Agency will assist a small, urban school district that provides bus service to special needs children in retrofitting 33 buses with diesel oxidation catalysts.
Pennsylvania 3 General McLane School District - Edinboro, PA The General McLane School District will demonstrate how a small, rural school district near Erie, PA will retrofit its fleet of 40 buses with diesel oxidation catalysts.
North Allegheny School District - Pittsburgh, PA The North Allegheny School District will demonstrate how a large, suburban Pittsburgh-area school district will retrofit its fleet of 84 buses with diesel oxidation catalysts and work to bring ultra-low sulfur diesel fuel into an area where it is not currently available.
Texas 6 Texas State Energy Conservation Office The Texas State Energy Conservation Office will assist 3 large school districts (Dallas/Fort Worth, Austin, and Houston) in retrofitting about 73 buses with particulate matter filters and fueling the entire fleet with ultra low sulfur diesel.
Utah 8 Salt Lake Clean Cities Coalition - Salt Lake City, UT The Salt Lake Clean Cities Coalition will assist a large, urban school district that is already using some compressed natural gas buses in acquiring 10 new buses that run on compressed natural gas to replace the district's oldest diesel-fueled buses.
Washington 10 Puget Sound Clean Air Agency - Seattle, WA The Puget Sound Clean Air Agency will work with four other clean air agencies to assist four rural school districts in the Western part of Washington state in retrofitting 139 buses with diesel oxidation catalysts and 21 with diesel particulate matter filters and using ultra low sulfur diesel fuel.

Two different successful school districts applied for and received funding from USEPA's Clean School Bus USA program in 2003 and 2004.
