How to Apply

f you are responding to a competitive announcement, you can either apply electronically or via a paper application.  If you would like to apply for your grant electronically, you must do so at Grants.gov Exit EPA disclaimer If you would like to apply using a paper application please follow the procedures below.

Required Standard Form

To assist in completing the application is the important document entitled, How to Complete your Application for Federal Assistance Standard Form 424. The Application for Federal Assistance is a standard form that accompanies all federal grant applications all applicants are required to fill out with basic information (such as name of organization, address, contact person, and total budget request). It is a four page document. Please be advised that only version 2 (revised 10/2005 and expires 1/31/2009) will be accepted. Applications that contain the previous version of SF 424 will be returned to the applicant unprocessed.

General Information
Applications must be submitted at least sixty (60) days prior to the requested date for award (90 days for Superfund applications). If you are submitting a continuation application for funding a Continuing Environmental Program (40 CFR Part 35, Subpart A), your application must be submitted prior to the end of the current budget period in order for costs incurred from the end of the budget period to the date of the new award to be allowable for federal participation.

Concurrent with submitting your application to EPA, the Intergovernmental review process should be initiated. The Intergovernmental Review package must be submitted sixty (60) days prior to the requested date for award (thirty (30) days for continuing environmental programs).

Target Date Information
A target date of May 30, 2008 has been set for non-competitive applications for financial assistance with an expected award date on or before September 30, 2008. It will be important that we receive your application by this date to allow sufficient time for EPA’s review and award processes to be completed. Submitting your application by the target date will also provide EPA adequate time to receive any additional information that may be required to award those applications selected for funding.  Please note that if you are submitting an application in response to an EPA competitive financial assistance program, please be sure to follow the deadlines set forth in the published announcement.

Multiple Applications
State agency applicants for grants awarded under 40.C.F.R. Part 35 may submit a single set of "bundled" assurances/certifications to cover all applications submitted to EPA. The forms that are allowed to be bundled are as follows:
