Impact of Proposal and Award Management Mechanisms (IPAMM)
Background
In March 2006, NSF management created an internal working group to study the impact of proposal and award management mechanisms. The group's charter memorandum is available here in Acrobat .PDF format.
The working group, known as IPAMM, has thirteen members representing NSF's research directorates and offices, as well as the Office of Budget, Finance and Award Management (BFA). The current IPAMM membership roster is available here.
IPAMM completed its analysis and released its final report on August 8, 2007. The report is available here in Acrobat .PDF format.
Since its creation, the working group has made regular presentations to the National Science Board. The table below lists all related presentations, available for download in Acrobat .PDF format.

Merit Review Report
The NSF Director annually provides a report on the NSF merit review process to the National Science Board. In this report, data are presented on both the merit review outcome and the process itself. The FY 2006 report, which contains substantial amounts of data relevant to the work of the IPAMM working group, is available in Acrobat .PDF format here.
2007 Proposer Survey
To gain insight from the research community, NSF and the consulting firm Booz Allen Hamilton prepared a survey requesting feedback from principal investigators on proposal-related topics. The survey focuses on the proposal submission process, factors that influence decisions to submit research proposals, and perceptions of success rates within NSF and other organizations.
