Affirmative Employment and Diversity Staff

The Affirmative Employment and Diversity (AE&D) Staff is responsible for providing the leadership, direction and advice to managers and supervisors in carrying out their equal opportunity and civil rights responsibilities.  AE&D Staff manage and oversee the Agency’s Affirmative Employment and Special Emphasis and Diversity Programs.  The National Special Emphasis and Diversity Program Managers develop internal EEO policies and procedures, develop and implement training, and provide oversight and technical assistance to Headquarters Program Management Offices, Regional Offices and Laboratories.

Special Emphasis / Diversity Programs In EPA

EPA has established eight Special Emphasis and Diversity Programs located within the Office of Civil Rights.   The Special Emphasis & Diversity Programs include: Federal Women’s Program, Black Employment Program, Hispanic Employment Program, Asian American/Pacific Islander Employment Program, American Indian/Alaska Native Employment Program; Disability Employment Program; and the Diversity Programs for Older Workers and Sexual Orientation.  EPA's Special Emphasis and Diversity Programs are designed to assist management in eliminating disparate treatment or institutional barriers that deny equal opportunities to individuals based on their race, color, national origin, religion, sex, age, sexual orientation, parental status, disability or reprisal.

AFFIRMATIVE EMPLOYMENT

The AE&D Staff is responsible for developing the Agency’s Affirmative Employment Program Plan.  The plan is developed in accordance with the guidelines established by the Equal Employment Opportunity Commission (EEOC) Management Directive (MD) 715.  The Agency’s plan includes all Program Offices, Regions, and Laboratories.  The MD-715, issued in 2004, provided new guidelines on identifying triggers and conducting barrier analysis within the workforce.  MD-715 outlines six essential elements of a Model Title VII and Rehabilitation Act program.  These elements are:
