Compliance Assistance

This Web site focuses on EPA's compliance assistance tools that provide information on the regulation of pesticides under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). It also provides assistance to the regulated community in finding cost-effective ways to comply with regulations. Links to pesticide-related environmental compliance assistance materials, compliance monitoring and enforcement information - such as documents, tools, information, and other related web sites - are provided.

Individuals applying pesticides must do so in a manner not only consistent with federal laws, but also consistent with state laws and regulations which differ from state to state. In general, states have primary authority for compliance monitoring and enforcing against use of pesticides in violation of the labeling requirements. Additionally, the agency with primary responsibility for pesticides differs from state to state. Usually it is a state's department of agriculture, but may be a state's environmental agency or another agency.

Tools and Information on How to Comply

EPA issues Pesticide Registration (PR) Notices to inform pesticide registrants and other interested persons about important policies, procedures and regulatory decisions. Often, a draft notice is made available for comment, followed by the official notice.

Worker Protection Standard Program protects agriculture workers from exposure to pesticides.

The Sale of Pesticides over the Internet is a new and evolving market for the sale of pesticides. Information for manufacturers, retailers and the public is provided.

Good Laboratory Practices (GLPs) compliance monitoring program, through laboratory inspections and data audits, assures the quality and integrity of test data submitted to the Agency under FIFRA and the Toxic Substances Control Act (TSCA).

Pesticide Establishment Registration and Reporting provides information on registering establishments that produce pesticides and pesticidal devices as well as the reporting requirements for such companies.

The National Agriculture Compliance Assistance Center provides comprehensive, easy to understand compliance information targeted for the agriculture community. It offers information that helps you understand your environmental requirements. Available materials include plain-English guides, consolidated checklists, fact sheets, and information on ways to reduce the costs of compliance, such as best management practices. The Ag Center provides information on all areas of environmental regulation.

The Profile of the Agriculture Crop Industry, the Profile of the Agriculture Livestock Production Industry, and the Profile of the Agriculture Chemical, Pesticide, and Fertilizer Industry Sector Notebooks are plain language booklets that describe environmental problems associated with major US industries. Information includes, but is not limited to, regulatory requirements, pollution prevention techniques, pollutant release data, and innovative programs.

National Compliance Assistance Clearinghouse links to public and private compliance assistance materials. Users may post documents and interact with assistance providers, both within and outside of EPA. The Clearinghouse allows users to search for relevant material on new and existing regulations, pollution prevention opportunities, and voluntary programs that were created by other parts of EPA, other federal agencies,tribes, states and local agencies, industry, and other organizations.
