The Fiscal Year (FY) 2009 Congressional Justification is one of several documents that fulfill the Department of Health and Human Services' (HHS') performance planning and reporting requirements. These documents include the FY 2009 Congressional Justification and Online Performance Appendix.
AHRQ's Congressional Justification for FY 2009 fully integrates the FY 2007 Annual Performance Report and FY 2009 Annual Performance Plan into its volumes. The Congressional Justification is supplemented by the Online Performance Appendix. Where the Justification focuses on key performance measures and summarizes program results, the Appendix provides performance information that is more detailed for all HHS measures.
