The Wassenaar Arrangement List of Dual-Use Goods and Technologies

- Dual-use items controlled on this list are controlled for National Security (NS) reasons on the Commerce Control List.

Annex 1 - (Sensitive List): Items on Annex 1 of the Wassenaar Arrangement's List of Dual-Use Goods and Technologies represent items that are militarily critical and are key in the development in military applications. Certain items on Annex 1 may be exported from the United States under certain license exception eligibility. However, based on the sensitive nature of these items and in order to fulfill multilateral obligations on the transfer of these items, the United States has made a commitment to share as much information as possible on what U.S. exporters are shipping to non-Wassenaar member countries. Section 743.1 of the EAR outlines U.S. exporters obligations for complying with U.S. reporting requirements for exports of sensitive items.

Annex 2 - (Very Sensitive List): Items on Annex 2 of the Wassenaar Arrangement's List of Dual-Use Goods and Technologies represent the most critical items for use in military applications. Wassenaar Arrangement partners have committed to exercise extreme vigilance for the licensing of these items. As a result, the United States has removed these very sensitive items from eligibility under License Exceptions LVS, CIV, GBS, GOV and TSR, except in limited circumstances for certain exports to the European Union, Japan and Canada.
