Awareness and outreach material is targeted at managers and decision makers and aims to raise the level of understanding the benefits of establishing and documenting polices, objectives, processes and support for investment in traffic signal operations and maintenance..

  • Its About Time Video -- The video, "It's About Time, Traffic Signal Management: Cost-Effective Street Capacity and Safety (WMV, 24.1MB)," demonstrates how signal timing on roads can improve air quality while reducing fuel consumption, decreasing traffic congestion, and saving time for commercial and emergency vehicles. It also shows that retiming can reduce aggressive driving behavior and the number of severe accidents.   • Congestion is bad and getting worse, but we don't have to put up with it. That's the message of the National Strategy to Reduce Congestion on America's Transportation Network.   • The Intelligent Transportation Systems for Traffic Signal Control Deployment Benefits and Lessons Learned leaflet (EDL #14321) published online in January 2007 discusses how ITS technologies can be used in traffic signal control to curb congestion and smooth traffic flow. Developed jointly by the Federal Highway Administration (FHWA) and the ITS Joint Program Office, the leaflet summarizes the benefits, costs, extent of deployment, and lessons learned about how ITS technologies used in traffic signal control can curb congestion. Information in the leaflets is taken from the ITS Decision makers' Resources - the ITS Benefits Database, the ITS Costs Database, the ITS Deployment Statistics Database, and the ITS Lessons Learned Knowledge Resource - and other sources. The online version of the leaflet contains a full list of all sources used, so that all information presented in the leaflets is backed up with supporting documentation.
  • Adaptive Control Software Lite (ACS-Lite) is a low cost signal timing optimization system the dynamically adjusts signal timing to meet current traffic demands. Traditional traffic signal timing is designed by sampling traffic demand during peak periods and designing signal timing to meet those demands. Most agencies do not commit sufficient resources to evaluate and retime traffic signals on the recommended frequency of 3 to 5 years. As communities grow and traffic demands change due to schools opening and closing, seasonal shifts, special events and a host of other sources, congestion and delays are frequently the result. ACS-Lite is a technology solution that allows signal timing to address changes in demand and adjust signal timing appropriately.
