Welcome to the Hispanic Employment Program (HEP) web site, brought to you by the Department of Transportation (DOT). The Hispanic Employment Program is part of the Department's efforts to address and assist in reversing the underrepresentation and underutilization of Hispanics in DOT and better serve the nation's Hispanic community. The DOT Hispanic Employment Program seeks to recruit talented candidates for employment with DOT; retain, promote, and develop current employees; and create a pipeline for addressing current and future workforce needs.

The Hispanic Employment Program is tied to DOT's policy on Equal Employment Opportunity. Through the Hispanic Employment Program, DOT is seeking to build relationships with Hispanic communities and engage them in DOT's mission of ensuring the traveling public's safety, increasing their mobility, and enabling this Nation's economic growth and

development. The Hispanic Employment Program calls for strengthening DOT 's outreach activities in a comprehensive effort to promote partnership opportunities with the Hispanic community in three critical areas: employment, education, and business opportunities.

. . . are Americans of European, American Indian, African, Asian, and mixed ancestry who share certain historical background and cultural traditions - in particular, the Spanish language.


. . . have diverse roots and whose ancestors, or who themselves, came to the U.S. from:

Mexico, Puerto Rico, Cuba, Spain, the Dominican Republic, or Spanish-speaking countries of Central and South America


. . . represent almost 13.5% of the U.S. population or over 38.8 million people, and as the world's fifth largest Spanish-speaking nation, rank as the fastest growing segment of the U.S. population.

Program Overview


Objectives
  • Address the underrepresentation and underutilization of Hispanics at all levels of the DOT.
  • Ensure that Hispanics are proactively recruited in order to fill vacant positions at all levels of the DOT.
  • Create a workplace environment where Hispanic employees are valued.
  • Increase the number of Hispanics at all levels of the DOT workforce.
Education Focus
  • Ensure that prospective Hispanic applicants are aware of DOT as an employer of choice and of the opportunities for Hispanics at DOT.
  • Ensure that Hispanic employees are fully developed and prepared to assume positions of greater responsibility.
  • Ensure that the DOT is aware of the culture, concerns, and issues of its Hispanic employees and the Hispanic community it serves.
Partnership Focus
  • Establish cooperative relationships with both internal and external organizations in order to respond to the mission and goals of the DOT.
  • Ensure that HEP goals and objectives are fully integrated in DOT strategic planning.
Communication Focus
  • Communicate the activities and initiatives of the Hispanic Employment Program throughout the Department and to external organizations.
  • Create the image of the DOT as the premier employer of choice for all demographic groups.
