Collection Development

One of the most important responsibilities of the documents coordinator is to build the depository collection. The following provide assistance through this process. Collection development requirements are found in Chapter 4 and 5 of the Federal Depository Library Handbook. Report fugitive documents to lostdocs@gpo.gov.

Core Collections

Basic Collection

This is a list of basic titles, as defined in the Federal Depository Library Handbook, with links to their online versions. All depository libraries are expected to select these titles or make online versions available.

Core Documents of U.S. Democracy

This electronic collection provides American citizens direct online access to the basic Federal Government documents that define our democratic society. These titles contain information which is vital to the democratic process and critical to an informed electorate. They support the public's right to know about the essential activities of their Government.

Suggested Core Collection

The "suggested core" is Appendix A of the Federal Depository Library Handbook and was developed to assist depository staff in identifying basic selections. Notations are provided for academic libraries, law libraries, and small to medium-sized public libraries.

Collection Development Tools

Catalog of U.S. Government Publications

(CGP) The Catalog is a search and retrieval service that provides bibliographic records of U.S. Government information resources. Use it to link to Federal agency online resources or identify materials distributed to Federal depository libraries. Coverage begins with January 1994 and new records are added daily.

Documents Data Miner

Designed to support management of Federal depository library collections, Documents Data Miner is a search engine combining files from the latest version of the List of Classes of United States Government Publications Available for Selection by Depository Libraries, the Item Lister's Current Item Number Selection Profiles for Depository Libraries, and the Federal Depository Library Directory. This service is a partnership of Wichita State University, the National Institute for Aviation Research, and the Federal Depository Library Program.

Federal Depository Library Directory

This interactive directory provides many search options that allow identification of libraries with similar traits. A direct link to the library's item selections is provided, which can be used for comparison purposes.

Item Lister

Item Lister reflects the selection information in the GPO Depository Distribution Information System (DDIS) for each library. It is updated weekly. Generate lists of selected items, non-selected items, or combined lists from this service.

Item Selection Averages

This chart provides item selection averages by size and type of depository library. This should be used to determine if your library is receiving a comparable number of selections as peer institutions. Regional depository selection rates were not included in the tabulation. List of Classes of United States Government Publications Available for Selection by Depository Libraries (LOC)

The LOC provides the basis for item selections. It includes series or groups of publications having public or educational value that are currently issued by the various departments and agencies of the U.S. Government. Components of the LOC include a listings by SuDoc stem and item number, a list of publishing agencies, and a list of discontinued items.

Needs and Offers List

The Needs and Offers List is a service provided to Federal depository libraries in order that they may exchange depository publications. Please do not contact GPO concerning the publications found in the Needs and Offers List. Contact the offering library directly in writing, via email, or telephone.

Superseded List

The purpose of the Superseded List is to assist selective depository staff in disposing of superseded materials under provisions of Title 44, United States Code, Section 1911. These recommendations may be useful in weeding obsolete, dated or ephemeral documents from the depository collection. The materials listed in this publication may be discarded before the 5-year statutory retention period without submitting them on a weeding list for Regional library approval.

Union List of Item Selections

The Union List contains a list of item numbers and the depository library numbers for those libraries that select the item. Two zipped files are available for downloading from the Federal Bulletin Board; one is fixed field and the other is comma delimited.

U.S. Government Online Bookstore

The official online bookstore for U.S. Government publications available for purchase from the U.S. Government Printing Office. Arranged by GPO stock numbers; International Standard Book Numbers; Superintendent of Documents classification numbers and alphabetically by subjects, titles, agency series and report numbers, key words and phrases, and authors. Also includes citations to forthcoming Government information products as well as to titles which have recently been superseded or gone out of print.

  • Browse by Subject - Subject categories on 150+ topics to assist in locating Federal Government publications, subscriptions and electronic products that can be purchased from GPO.
  • Email Alert Service: "New Titles by Topic" - This free service allows you to receive convenient and timely Email updates of selected new publications available for sale from the Superintendent of Documents. Sign up for any or all of the notification lists covering some of our most popular subject areas and receive updates on new titles as soon as they are available for purchase.
  • U.S. Government Subscriptions Catalog - This online catalog lists Government periodicals and subscription services offered for sale by the Superintendent of Documents, U.S. Government Printing Office (GPO). These materials represent a wealth of timely information from many areas of interest, published by a wide variety of Federal agencies in print, microfiche, and electronic formats.
  • Superintendent of Documents Deposit Accounts - A deposit account is a prepaid account established with the Superintendent of Documents for customers who have a continuing need to purchase Government products. A minimum deposit of $50 is required to open the account; this amount may be paid by check or money order (payable to the Superintendent of Documents) or by credit card (Visa, MasterCard, Discover/NOVUS, or American Express). All credit card payments must include the account number and expiration date of the credit card.

This report makes available to statistical data on the number of hits to documents within the Federal Depository Library Program Electronic Collection from depository library Web sites.

Online Migration

Tips to Effectively Transition to a More Online Federal Depository Collection

More and more government information is migrating to the web. The reality is that all depository libraries are, to one degree or another, transitioning to a more electronic collection. These tips offer ways to assist depositories as they continue to incorporate online government publications into their services and collections.

Depository Access to Online Subscription Services

These online services are available for a fee to most users. Depository libraries have free access to these services. A password may be necessary and some restrictions on use may apply.

Essential Titles for Public Use in Paper Format

This list contains publications that will remain available for selection in paper format, so long as they are published in paper by the originating agency. For GPO's policy that provides the basis for dissemination procedures see Dissemination/Distribution Policy for the Federal Depository Library Program (SOD 301).

Establishing HTML Links to Documents in GPO WAIS Databases

This page describes the HTML coding necessary to link directly to most documents resident on GPO's WAIS servers. There is a different procedure for linking to Code of Federal Regulations (CFR) documents.

Federal Depository Library STAT-USA Internet Account Validation Form

STAT-USA is a Commerce Department subscription service to which depository libraries have free access. This form must be used to validate your STAT-USA account and update your selection records. A .pdf version is also available. NOTE: New STAT-USA/USA Trade Online ID and Password Here! - effective January 21, 2003. See details.

Former Direct Mail Titles

This is a list of depository titles, with links to their online versions, that were previously mailed directly to depository libraries so they would be received in a timely manner. More timely access is now provided from GPO Access, the Federal Bulletin Board, and Federal agency Internet sites.

Substitution List: Official FDLP Permanent Full-Text Databases

A depository is permitted to replace tangible versions with electronic equivalents provided the electronic version is complete, official, and permanently accessible. This list contains titles that meet these requirements and therefore may be substituted for tangible FDLP products. SuDocs Letter to Directors: Changes in FDLP

This is the text of the Superintendent of Documents' letter sent to all depository library directors on 08/25/00. The letter describes the acceleration of the transition to a primarily electronic FDLP resulting from the decrease in Program appropriations for FY 2001.

Policies

Collection Development Guidelines for Selective Federal Depository Libraries

Chapter 5 of the Federal Depository Library Handbook provides guidance for writing a collection development policy that conforms with depository library program requirements.

Dissemination/Distribution Policy for the Federal Depository Library Program (SOD 301)

This sets forth the policy and provides the basis for dissemination procedures for making online access of Government publications the primary method of availability to depository libraries. Essential Titles for Public Use in Paper Format contains publications that will remain available for selection in paper format, so long as they are published in paper by the originating agency.

FDLP Guidelines for Determining Superseded Materials

Provides criteria for identifying obsolete, dated or ephemeral documents for removal from shelves, map cases, and microfiche and CD-ROM storage cabinets. Materials that meet these criteria may be discarded prior to the normal 5-year statutory retention period, without submitting them on a weeding list for Regional depository approval.

FDLP Guidelines on Substituting Electronic for Tangible Versions of Depository Publications

Provides guidance on retention of tangible publications that are also available in the FDLP Electronic Collection. The guidelines are based on a memorandum from GPO's General Counsel concerning the legality of withdrawing tangible formats and replacing them with on-line electronic equivalent versions, the 1984 formal opinion regarding commercial on-line equivalents of depository publications, and the 1985 memorandum opinion regarding substituting microfiche for print versions.

Selective Housing Agreements

GPO encourages depositories to enter into selective housing arrangements to increase access to Federal information. When a depository establishes a selective housing site with a library that is not under the purview of the same director as the designated depository, a Memorandum of Agreement must be signed by both parties. Procedures

Amendment of Item Selections

Changes to a library's item selection profile are done as a Web transaction. Depositories may add item numbers to their selection profile once a year, usually during June and July. These selections are effective with the new fiscal year on October 1. Items may be dropped from the profile at any time during the year and will take effect within 72 hours. Microfiche drops take effect at the beginning of the week after the transaction. There are more detailed instructions for amending selections.

Substituting Depository Materials

Chapter 4 of the Instructions to Depository Libraries covers substituting for depository materials. As agencies turn more to the Web to publish, this format is sometimes preferred by librarians. In the May 15, 1999 Administrative Notes, GPO issued guidelines for substituting electronic versions for tangible products.

Withdrawing Materials from the Collection

Documents distributed through the FDLP remain the property of the U.S. Government and can only be discarded after they have been retained for five years and as prescribed in Chapter 2 of the Federal Depository Library Handbook. Use the FDLP Guidelines for Determining Superseded Materials and the Superseded List as a guides for those materials, and the guidelines of your regional depository librarian for all other materials.

In 2004, the Superintendent of Documents convened an Ad Hoc Committee to Define Criteria for Disposal Prior to a 5 Year Retention. The Committee was charged with developing guidelines that would support implementation of a proposed amendments to the 44 USC 1911 and 1912, which would remove the mandates for selective depository libraries to retain of all tangible depository items for a minimum of 5 years. The guidelines were intended to define criteria to be issued by the Superintendent of Documents for disposition of materials prior to the 5-year requirement if the legislative change was enacted. Although the amendments were not enacted, the recommendations of the Ad Hoc Committee are being utilized in a review of changes that could be made within the current statutory limitations.
