MANUFACTURING ENERGY CONSUMPTION SURVEY (MECS)

PURPOSE

The purpose of the Manufacturing Energy Consumption Survey is to provide detailed data on energy consumption in the manufacturing sector.

COVERAGE

All domestic establishments that are classified in NAICS 31-51, Manufacturing, and have at least one employee.

CONTENT

The Manufacturing Energy Consumption survey provides statistics on the consumption of electricity and other types of fuel for each of the sub-sectors, and for selected 4-digit industries. It also provides data on the capability of manufacturers to substitute alternative fuels for those actually consumed, and the extent to which energy-related technologies are being used by manufacturers.

FREQUENCY

Every 5 years since 1967, for years ending in "2" and "7." Previous censuses were conducted for years 1963, 1958, 1954, and 1947; and questions on manufactures were first included in population censuses in 1810. Data are requested for activities taking place during the previous calendar year.

METHODS

The Manufacturing Energy Consumption Survey includes approximately 16,000 manufacturing establishments selected from the Economic Census - Manufacturing Sector. Most establishments in the energy-intensive industries are selected with certainty. The remaining selected establishments are stratified by 3-digit NAICS, sub-sector, total energy consumption, and consumption of four major types of energy. Data are reported for activity taking place during the survey calendar year.

PRODUCTS

The Census Bureau provides aggregate statistics to the Energy Information Administration (EIA), who has primary responsibility for releasing the data.

USES

The Bureau of Economic Analysis uses the data to benchmark GDP estimates and prepare input-output tables. The Bureau of Labor Statistics uses the data to benchmark producer price indexes and prepare productivity statistics. The Federal Reserve Board uses the data to prepare indexes of industrial production.

State and local agencies use the data to forecast economic conditions and plan policies. Trade associations, companies, and researchers use the data for economic planning, market analysis, and investment and production decisions. National and local news media use the data in general and special business coverage.
