Budget, Goals and Performance

The 1993 Government Performance and Results Act (GPRA) holds federal agencies accountable for using resources wisely and achieving program results. GPRA requires agencies to develop:

These requirements forge links between planning -- to achieve goals and objectives; budgeting -- to ensure that resources are available to carry out plans; measuring -- to assess progress and link resources actually used to results achieved; and reporting -- to present progress achieved and impacts on future efforts.

EPA's Strategic Plan serves as the Agency’s road map for the next five years. It lays out EPA’s long-term goals, centered on the themes of air and global climate change, water, land, communities and ecosystems, and compliance and environmental stewardship. It provides a basis from which EPA's managers can focus on the highest priority environmental issues and ensure that we use taxpayer dollars effectively. GPRA requires that each federal agency Strategic Plan cover a period of not less than five years forward from the fiscal year in which it is submitted, and be updated and revised at least every three years.

EPA's Annual Performance Plan (Budget) -- For each fiscal year (which runs from October 1 through September 30), EPA develops a proposed budget, which defines the Agency's goals and objectives for that fiscal year, and describes the funding the Agency believes is necessary to accomplish these goals and objectives. The “Summary of the Budget” (also known as the “Budget in Brief”) provides an overview of the Agency’s Budget and of the Agency activities as a whole. The “Annual Performance Plan” defines the Budget’s goals and objectives in greater detail. It also ties the annual Budget to the five year Strategic Plan of the Agency.

EPA's Annual Performance Reports highlight the Agency’s environmental, programmatic, and financial performance over the past fiscal year. The Reports also discuss progress in addressing management challenges and issues. Since 2002, EPA's financial statements have been included in the Annual Performance Reports.
