What is DEAR?
DEAR is kind of a super-database supporting enterprise planners in identifying modernization and transformation opportunities. DEAR is part of the DOI's enterprise architecture (IEA) effort. DEAR bridges islands of information throughout the DOI, taking in data in many formats and sizes, combining and comparing related data, and turning the data into useful information. DEAR is a repository of information that the Architects maintain, report, and analyze to stakeholders such as Capital Planning, Security, and CIOs

Who uses DEAR?

• An architect needing to conduct Methodology for Business Transformation (MBT) Analysis to discover opportunities for improvement and recommendations for the blueprint would use their enterprise-view reports to easily navigate in a web browser to see what outcome, function, service, technology, data, etc. is used by what system, investment, across the enterprise via what organizations, blueprints, etc.
• A capital planner wanting to update of the Business Case EA Section could print out that investment report which is setup like just like the Exhibist 300 EA section, in their language.
• Security is looking to save time on creating/maintaining the Asset Valuation Guide (AVG). An AVG Appendix Report was created to pull down in word and attach to their document along with a Data Quality Status Panel with status on the accuracy and completeness of the information.
• Procurement teams are looking for enterprise license agreement opportunities and can use the TRM panels in DEAR that show which technologies under what standards are being used by how many systems and organizations.
• Directors needing to report inventories to their OCIO or Federal Agencies such as FISMA, OMB, etc. via many different views including by organization, business-focus-area/blueprint, inventory reason, status, and more views as they are requested.
