| Alternative Fuel VehiclesThe Department of State (DOS) Fleet Management and Operations (FMO) office has a comprehensive strategy to comply with the requirements of Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and Transportation Management”, of March 2007 and the Energy Policy Act (EPAct) of 1992 (Public Law [PL] 102-486) as amended by the Energy Conservation Reauthorization Act (ECRA) of 1998 (PL 105-388), the EPAct of 2005 (PL 109-58), the Energy Independence and Security Act (EISA) of 2007 (PL 110-140), and the National Defense Authorization Act for Fiscal Year 2008 (PL 110-181). The strategy includes the use of biodiesel (B20) instead of conventional diesel fuel, the use of ethanol (E85) in place of conventional gasoline fuel, continued acquisition of alternative fuel vehicles (AFVs), continued use of compressed natural gas (CNG) in natural gas vehicles, use of alternative fuels in AFVs, acquisition of light duty vehicles with higher fuel economy, to include hybrid electric vehicles (HEVs) and plug-in hybrid electric vehicles (PHEVs) when they are commercially available and cost feasible versus comparable non-PHEVs, working with other agencies and organizations to improve alternative fuel availability, and improvements in the operating efficiency of DOS vehicles. Section 13218 of the Energy Policy Act of 1992, 42 USC 13218(b), requires each Federal agency to place its annual fleet AFV compliance report on a publicly available website.
