Battelle

On October 12, 2005, NIOSH awarded a one-year, task-order contract to Battelle. Under this contract, Battelle will assist NIOSH in the dose reconstruction program by (1) evaluating and analyzing radiological data and conditions at each of the 256 worksites listed in the contract; (2) developing technical basis documents (exposure models) for the worksites where adequate radiological and worksite information exists; and (3) completing the dose reconstructions for claims from the worksites where a technical basis document has been developed. Through their evaluation and analysis, Battelle will also assist NIOSH in identifying the worksites where there is insufficient information on radiological and worksite conditions.

EG&G

The EG&G OCAS support is provided under the Professional Engineering Services GSA contract held by EG&G. The OCAS support is combined with a large number of other NIOSH requirements under this Task Order issued against their GSA schedule. Below is the Scope of Work for the services EG&G providies to OCAS.

Consultation on NIOSH Dose Reconstruction Process--Provide expert advice and consultation to the Associate Director for Science, OCAS in evaluating specific scientific areas of interest related to compensation program practice as it relates to NIOSH's responsibilities under EEOICPA. These activities include: 1) the application of new and existing ICRP biokinetic models; 2) the characterization of the distribution and uncertainty associated with internal and external radiation dose estimates; 3) ongoing evaluation of radiobiological factors related to the interpretation of radiation dose; 4) assist in the evaluation of the radiological characteristics of sites covered under EEOICPA and 5) review the appropriateness of radiation risk models used in EEOICPA in light of emerging scientific studies.

NIOSH Occupational Energy Research Program

The mission of the NIOSH Occupational Energy Research Program is to conduct relevant, unbiased research to identify and quantify health effects among workers exposed to ionizing radiation and other agents; to develop and refine exposure assessment methods; to effectively communicate study results to workers, scientists, and the public; to contribute scientific information for the prevention of occupational injury and illness; and to adhere to the highest standards of professional ethics and concern for workers' health, safety and privacy.

  • Purposes:

    • To more fully understand radiation cancer risk factors in occupational cohorts.

    • To evaluate the significance of health outcomes in the DOE and other radiation exposed workers.

    • To inform workers, the scientific community, and the public of the health risks associated with exposures to radiological, chemical, and other stressors.

  • Programs goals include:

    • Assuring that energy-related health research addresses pertinent occupational health questions and provides a framework for intervention.

    • Conducting research in an open environment with meaningful communication among all interested parties.

    • Capturing the vanishing opportunities to study groups of people with unique exposure to radiation, chemical, and other stressors.

    • Developing improved methods for associating occupational exposures and consequent health risks.

    • Recommending improved protective measures for workers if scientific evidence indicates that regulations or practices are inadequate.

Oak Ridge Associated Universities (ORAU)

On September 11, 2002, NIOSH awarded a five-year contract to Oak Ridge Associated Universities (ORAU) [External Link: http://www.oraucoc.org] to support NIOSH's responsibilities under EEOICPA. The contractor will work directly with OCAS to provide services in the following areas:

       (1) Database management;

       (2) Data collection related to claims and petitions;

       (3) Dose reconstruction research;

       (4) Claimant interviews;

       (5) Dose estimation and reporting; and

       (6) Technical and program management support.

NIOSH is currently working with ORAU to familiarize, train, and integrate their current staff into our processes and requirements in this compensation program. ORAU will have substantial additional manpower in place very soon, and we expect the number of completed dose reconstructions to increase significantly.
