scenic riverCorps of Engineers Civil Works projects are authorized by legislation generically referred to as Omnibus Legislation. Projects authorized through Omnibus Legislation include those under regulatory purview of various Flood Control Acts, Rivers and Harbor Acts and, since 1974, Water Resources Development Acts (WRDA).

Project Planning personnel across the country regularly partner with the U.S. Army Corps of Engineers to help develop water-related projects that meet the critical needs of local communities and conserve fish and wildlife resources simultaneously. In particular, the Fish and Wildlife Service's authorities under the Fish and Wildlife Coordination Act, national Environmental Policy Act, and Endangered Species Act provide the mechanisms to engage with our partners early in the planning phase and create positive projects.

WRDA legislation provides the Corps with the authority to study water resource problems, construct projects, and make major modifications to projects. WRDA Bills also contain general provisions as well as special study authorizations.

The provisions and contents of WRDA Omnibus Legislation are cumulative and new Acts do not supercede or replace previous Acts. New WRDA add to the original language contents and often amend provisions of previous Acts. Current WRDA legislation is available in the United States Code.
