  • The Water Sector-Specific Plan (SSP) - The Water SSP is a broad-based Water Sector critical infrastructure protection implementation strategy developed under the Department of Homeland Security's National Infrastructure Protection Plan and was produced by EPA in coordination with Water Sector security partners.

  • National Performance Measures - EPA is in the process of developing and implementing national performance measures for water security in order to track risk reduction progress in the water sector. To date, measures have been developed and tested; and are scheduled to be finalized by the end of 2007.

  • Water Contaminant Information Tool - The Office of Ground Water and Drinking Water has significantly expanded the data included in the Water Contaminant Information Tool (WCIT). EPA has added comprehensive data on 45 new contaminants of concern-bringing the total number of contaminants in the database to 93. Besides expanding the number of contaminants, EPA has added new contaminant-specific data on drinking and wastewater treatment, water infrastructure decontamination, and environmental impacts of treatments.   • Physical Security Standards for Trial Use are Now Available for Drinking Water and Wastewater Utilities Exit EPA Site - In order to help drinking water and wastewater utilities defend against threats to their systems, the American Society of Civil Engineers (ASCE) in conjunction with the American Water Works Association (AWWA), and the Water Environment Federation (WEF) have published 2 sets of physical security standard guidelines, one for drinking water facilities and one for wastewater facilities. These standard guidelines have been through the first step of the ANSI accreditation process and are now available for trial use. The standards differ from similar guidance documents released by the three organizations in 2004, because they have been through rigorous committee review and two rounds of balloting. Readers of this email are encouraged to use and share these standard guidelines.

  • Control Systems Security - The Department of Homeland Security, Control Systems Security Program is excited to announce a web site developed as a resource for control systems security personnel. The site provides Control System Security Program activities as well as information on cyber threats, vulnerabilities and mitigations. It also provides a convenient event listing that the CSSP is participating in, and an extensive listing of reference documents and other related web links.

  • Utilities Helping Utilities - The “Utilities Helping Utilities” concept is about creating an opportunity to enhance water and wastewater utility resiliency in response to disasters. AWWA has developed an action plan for mutual aid and assistance networks for water and wastewater utilities.

  • National Incident Management System (NIMS) - Homeland Security Presidential Directive 5 "Management of Domestic Incidents" requires that states, territories, local jurisdictions and tribal entities adopt the National Incident Management System (NIMS). NIMS enables responders from a variety of jurisdictions and disciplines to work together effectively when responding to an emergency. The private sector, including water and wastewater treatment systems, also plays a vital role in NIMS. The implementation of the NIMS creates a baseline capability that, once established, will be the foundation for the nation’s prevention, preparedness, response, and recovery strategies.

  • Water Sector Security Workshops - During 2005, the Water Environment Federation in collaboration with EPA hosted three water sector security workshops involving drinking water as well as wastewater utility operators and other key stakeholders. The purpose of the workshops was to discuss water sector security issues in order to better gauge the current status of water security, outline common challenges, and identify what is most needed to better protect the nation¿s water infrastructure.

  • Congress annually provides funding to support counterterrorism coordination activities by states and territories [PDF - 56 KB - 11 pp] in protecting the nation's drinking water systems. States and territories use funds for critical water infrastructure protection efforts that include work with water utilities as well as other state, local, and federal agencies. In 2006, nearly $5 million will be awarded [PDF - 35 KB - 4 pp] to state and territory agencies, with funds being distributed according to an allotment formula. Each state will receive a minimum of $50,000 and each territory will receive at least $16,700. States and territories are encouraged to use grant funds for activities and strategies that would assist in implementing security enhancements, improving the readiness of individuals and groups involved in first response at drinking water systems, training on emergency response and recovery plans, promoting the 14 key features of an active and effective security program, involving small systems in the application of the programs and in NIMS training, developing system redundancy and disaster mitigation plans, and promoting mutual aid compacts development. EPA Regional program offices will coordinate grant applications, awards, monitoring, and close-out requirements for their respective states and territories. Please note that direct grants from EPA are not available to water utilities.

  • Drinking Water Security Video: Protection of Public Drinking Water Supplies - DVD or VHS may be ordered from EPA. Video describes the general threat to drinking water supplies, summarizes the components of a typical groundwater system in Wisconsin, and asks for local law enforcement to work with their local communities to better protect public drinking water supplies. Developed by the Wisconsin Department of Natural Resources, Bureau of Drinking Water and Groundwater, in conjunction with the Milwaukee Police Academy and the Wisconsin Department of Justice.

  • WaterSentinel Initiative Fact Sheet [PDF - 56 KB - 2 pp] - As a part of the President's proposed Fiscal Year 2006 budget, EPA is launching the WaterSentinel Initiative, a demonstration project to design, deploy, and evaluate a model contamination warning system for drinking water security. The project, which is being developed in partnership with a utility and laboratories, responds to a Homeland Security Presidential Directive that charges EPA to develop surveillance and monitoring systems to provide early detection of water contamination.

  • Drinking Water Security for Small Systems Serving 3,300 or Fewer Persons [PDF - 4,291 KB - 47 pp] - One of the Simple Tools for Effective Performance (STEP) Guide Series. The Water Security Division produced this booklet as voluntary water security guidance for very small community drinking water systems. The goal for this guide is to help these systems understand the basics of water system security that includes Vulnerability Assessments (Vas), Emergency Response Plans (ERPs), and practical actions to improve system security.

  • Water Contaminant Information Tool (WCIT) Update Fact Sheet [PDF - 646 KB - 1 p] - The Water Contaminant Information Tool (WCIT) is a secure, online database under development by the U.S. EPA that will provide information on contaminants of concern for water security. As a planning tool, WCIT can be used to help create and update vulnerability assessments, emergency response plans, and site-specific response guidelines. As a response tool, WCIT can be used to provide real-time data on water contaminants to help first responders (including utilities) make better decisions. In addition, WCIT will assist EPA to determine what information about priority contaminants is missing, which will direct future research efforts.

  • Infrastructure Security Training Modules - Through an EPA grant, American Water Works Association (AWWA), the Water Environment Federation (WEF) and the American Society of Civil Engineers (ASCE) have developed comprehensive training modules to incorporate enhanced security measures into a drinking water or wastewater utility's design, operation, and management.

  • New Updates for the Security Product Guide - The EPA Security Product Guide is a tool for drinking water and wastewater utilities to assist them in making informed decision about security-related products. The Product Guide has been updated to include six (6) new and one (1) updated individual Product Guides. The new individual Product Guides include: Wireless Data Communications, Alarms, Biometric Hand and Finger Geometry Recognition, Manhole Intrusion Sensors, Reservoir Covers, and Intrusion Sensors. The updated individual Product Guide was for the Biometric Security Systems which was revised based on comments from the website feedback page. Users can provide additional feedback on the Product Guide website or on individual Product Guides.

    This Security Product Guide is a work in progress and will be updated at regular intervals to ensure that the most recent information on security technologies is available. Users should check back frequently for the latest updates.

  • Emergency Response Tabletop CD-ROM Exercises for Drinking Water and Wastewater Systems - This CD contains exercises to help train water and wastewater utility workers in preparing and carrying-out emergency response plans. The 12 unique exercises can help strengthen relationships between a water supplier and their emergency response team and users can adapt the materials for their own needs. Trainers or users can select the threat warning from the eight basic types described in the Response Protocol Toolbox and choose from five basic event types: intentional contamination, security breach, cyber security, physical attack, and interdependency.

  • Interim Voluntary Water Infrastructure Security Enhancement Guidance Documents - ASCE, AWWA , and WEF have developed a set of three interim voluntary security guidance documents that cover the design of online contaminant monitoring systems and physical security enhancements of drinking water, wastewater, and stormwater infrastructure systems. The interim voluntary guidance documents will assist drinking water and wastewater utilities in mitigating the vulnerabilities of their systems to man-made threats through the design, construction, operation and maintenance of both new and existing systems of all sizes.

  • Response Protocol Toolbox: Response Guidelines - An action oriented document to assist drinking water utilities, laboratories, emergency responders, state drinking water programs, technical assistance providers, and public health and law enforcement officials during the management of an ongoing contamination threat or incident. The Response Guidelines are not intended to replace to Response Protocol Toolbox and they do not contain the detailed information contained within the six complete modules. The Response Guidelines are to be viewed as the application of the same principles contained in the Response Protocol Toolbox during an actual incident. The Response Guidelines have been developed to provide an easy to use document for field and crisis conditions. Finally, users are encouraged to adapt the Response Guidelines as necessary to meet their own needs and objectives.

  • Standardized Analytical Methods for Use During Homeland Security Events [PDF - 580 KB - 90 pp] - EPA's Homeland Security Research Center, in conjunction with EPA's Laboratory and Capability Committee, has developed a list of Standardized Analytical Methods (SAM) to be used by environmental laboratories in analyzing biological and chemical samples associated with threats to homeland security. SAM provides a standard by which to measure specific types of contamination that may be associated with future terrorist attacks. Ultimately, these procedures will be vitally important in assisting state and local government laboratories that are preparing to analyze samples associated with homeland security events.

  • Water Security Research and Technical Support Action Plan (Action Plan) [PDF - 1,116 KB - 56 pp] - Identifies critical research and technical support needs for protecting drinking and wastewater infrastructures. The Action Plan identifies projects in the areas of physical and cyber infrastructure protection; contaminant identification; monitoring and analysis; treatment, decontamination, and disposal; contingency planning; infrastructure interdependencies; and risk assessment and communication. Revisions to the Action Plan will be made periodically based on input from others dealing with drinking water and wastewater security.

  • Eight New Security Product Guides - Individual Security Product Guides assist water treatment plant operators and utility managers in reducing risks from, and providing protection against, possible natural disasters and intentional terrorist attacks. The guides provide information on a variety of products available to enhance physical security.
