How to Apply

We recommend that you first visit the website at www.grants.gov/ to search for federal government-wide grant opportunities for which you are eligible. Once you have located an environmentally-related grant opportunity, you may begin the application process. Be sure to make a note of the Funding Opportunity and/or Catalog of Federal Domestic Assistance (CFDA) number.

The U.S. Environmental Protection Agency awards financial assistance to eligible organizations for specific environmental projects or purposes. The Catalog of Federal Domestic Assistance (see “Links to Other Related Information” on our web page) provides detailed information regarding EPA grant programs, including eligibility requirements, types of projects to be funded, available grant amounts, etc. If you meet the criteria for an EPA assistance program and wish to apply for a grant, you must fill out an application and forward it to the appropriate EPA office. Your application will be evaluated, and if it meets EPA standards, a grant may be awarded to your organization to fund the project.

The grant application itself is a package of documents, including a form with which you formally request the financial assistance. The application should describe what your project is, contain a schedule for starting and completing the project, and provide information on compliance with Federal regulations applicable to the grant.

Please familiarize yourself with the federal grant INTERGOVERNMENTAL REVIEW PROCESS discussed below. This process should be initiated prior to submitting your application to EPA.

If your project or workplan involves environmentally-related measurements or data generation, you must develop and implement quality assurance practices sufficient to produce data adequate to meet project objectives and to minimize loss of data due to out-of-control conditions or malfunctions. We recommend you discuss possible QUALITY ASSURANCE (QA) requirements with your EPA contact or the EPA Region 4 QA office: Marilyn Thornton at 706-355-8553 or Denise Goddard at 706-355-8568.

It is EPA policy that recipients of Federal assistance should award a fair share of their procurement actions to DISADVANTAGED BUSINESS ENTERPRISES (DBEs). These fair share objectives must be based on availability of qualified minority business enterprises (MBEs) and women’s business enterprises (WBEs) to do work in the relevant market for procurement activities (i.e., construction, equipment, services, and supplies). Applications for federal assistance should be submitted to EPA at least sixty (60) days prior to the anticipated start date of the project. For environmental grant opportunities involving the Southeast Region, mail the original and one copy of your completed application to:

INTERGOVERNMENTAL REVIEW PROCESS - EXECUTIVE ORDER 12372

This process should be initiated prior to submitting your application to EPA!

BACKGROUND

Executive Order 12372 and EPA's implementing regulations (40 CFR Part 29, 40 CFR 30.12(c), and 40 CFR 31.11) require that all interested state, area-wide, regional, and local agencies be given the opportunity to review and to comment on proposed Federal assistance within their area(s) of jurisdiction or influence. The regulations also provide for implementation of the requirements of Section 204 of the Demonstration Cities and Metropolitan Development Act of 1966, as amended, which apply to all Federal assistance.

EPA cannot award assistance until all interested parties (e.g., State agencies, Planning and Economic Development agencies) have been given the opportunity to review the proposed project and all concerns of these agencies about the proposed project have been satisfactorily disposed of by the applicant.

Tribal Government applicants are encouraged to comply with this process, but it is not mandatory.

PROCEDURES

We recommend you begin the Intergovernmental Review (IR) process as early as possible, preferably at least 60 days prior to submitting your application to EPA. The IR process varies by State, so we encourage you to contact your State Single Point of Contact (SPOC) to determine if an application review is required. A list of state SPOCs may be found at the following OMB web site:

Due to the elimination of SPOCs in the States of Alabama, North Carolina, and Tennessee, it is now necessary that applicants for funding which impacts those states submit their applications to the appropriate state, county, and area-wide reviewing agencies. A list of those agencies is enclosed. It is not necessary to send an application to all Development Districts and agencies listed but only to those agencies responsible for the area(s) affected or that may be affected by your proposed project.

Please enclose with your application to EPA a copy of all comments received from the review process and include an explanation of action taken to address any concerns of the designated agencies.
