AGENCY LEAD NEGOTIATOR
The Agency Lead Negotiator (ALN) has the primary role for negotiation with Tribal governments on behalf of the Director, Indian Health Service (IHS), as delegated via the Secretary, Department of Health and Human Services (HHS). Each of the twelve IHS Areas has at least one identified ALN.
The ALNs work under the direction of the Office of Tribal Self-Governance (OTSG) to provide Tribes with Self-Governance information, assist Tribes in Self-Governance planning, coordinate meetings between Tribes and the Agency during planning and negotiations, and coordinate the Agency's response to tribal questions. The ALN role requires a detailed knowledge of the Agency, current policy and practice and an understanding of the rights and authorities provided the Tribes under Title V. Persons charged with this responsibility conduct the negotiations on behalf of the IHS and are charged to:
- Represent the Director, IHS, for the purpose of Self-Governance negotiations,
- Assemble a IHS negotiation team (including Program Division), based upon communication with the Tribe and topics for negotiations,
- Coordinate any Self-Governance issue with the relevant IHS staff or office(s), and reaches decisions on those issues with Tribes during negotiations.
