The U.S. Department of Transportation's Bureau of Transportation Statistics (BTS) has directed Frontier Airlines, Hawaiian Airlines and Mesa Airlines to report flight delay numbers in 2006 because the airlines' revenue has exceeded the required threshold for the monthly reports. BTS also removed St. Louis Lambert and Portland, OR International from the list of airports for which airlines are required to report flight delays.

The Department of Transportation has issued a proposed rule that would revise the regulations governing the nature, scope, source, and means for collecting and processing aviation traffic data. The BTS airline data collections that would be affected by the proposed changes include the Origin & Destination Survey of airline passenger traffic, the Form 41 Schedule T-100 “U.S. Air Carrier Traffic and Capacity Data by Nonstop Segment and On-flight Market,” and Form 41 Schedule T-100(f) “Foreign Air Carrier Traffic Data by Nonstop Segment and On-flight Market.” Comments on the proposed rule must be submitted by April 18, 2005.

Two new administrations, the Pipeline and Hazardous Materials Safety Administration and the Research and Innovative Technology Administration, are being established within the United States Department of Transportation pursuant to the Norman Y. Mineta Research and Special Programs Improvement Act. Each new administration is established effective February 20, 2005. Accordingly, by this action, the Secretary delegates to the Administrator, Pipeline and Hazardous Materials Safety Administration, and the Administrator, Research and Innovative Technology Administration, functions required for the operation of each new administration.
