The Office of Administration and Policy (OAP) recommends national policy on issues pertaining to enforcement and compliance, and addresses emerging and cross-cutting issues in the Office of Enforcement and Compliance Assurance (OECA) program that impact various statutes. OAP also provides a wide range of administrative support services which includes: human resources, labor relations, budget, finances, contracts, grants, records management and management of the OECA Website. OAP is responsible for these functions through the direction of its four divisions:
Administrative Management Division (AMD):

- Implements and supports OECA’s program offices in all OECA personnel management functions.
- Serves as OECA liaison to OARM for human resources, facilities and property management issues.
- Implements and supports OECA’s program offices in all OECA facilities and property management functions.
- Coordinates and oversees development of OECA Occupant Emergency Planning.
Budget and Financial Management Division (BFMD):

- Provides coordination and guidance in the development of OECA's annual request for resources, annual planning and operating budgets for all OECA appropriations, and workload analyses and models for resource estimation and distribution.
- Coordinates and develops Congressional testimony relating to OECA budget issues.
- Serves as OECA liaison to the Office of the Chief Financial Officer (OCFO).
- Conducts financial reporting and analysis for OECA.
- Provides coordination and guidance on Agency and OECA grants and contracts management policy issues and undertakes periodic reviews to ensure that sound extramural management practices are being implemented.
Information Technology Division (ITD):

- Provides direct information management and information technology support to OECA's program offices.
- Maintains OECA’s Internet and Intranet infrastructure.
- Provides records management coordination and support for OECA's program offices.
- Coordinates with the OECA Communications Director on OECA publications and web content, both Internet and Intranet.
- Manages OECA’s Enforcement and Compliance Docket and Information Center (ECDIC), a resource that the public can use to view the Agency’s enforcement and compliance assurance regulations, policy and guidance, and related documents via hard copy or on microfilm.
- Maintains the OECA document warehouse, dissemination, and distribution system contract.
- Serves as OECA liaison to OEI for information technology and information management issues.
Policy and Legislative Coordination Division (PDCD):

- Coordinates cross-cutting policy and develops policy at the request of OECA IO.
- Coordinates and develops congressional testimony and legislative review for OECA programmatic (not budget) issues and serves as OECA liaison to OCIR.
- Coordinates OECA regulatory development and review and represents OECA on EPA’s Regulatory Steering Committee.
- Coordinates Environmental Justice planning and implementation within OECA.
- Coordinates Quality Assurance planning and implementation within OECA.
