Water Laboratory Alliance (WLA)

The purpose of the WLA is to provide the drinking water sector with an integrated nationwide network of laboratories with the analytical capabilities and capacity to support monitoring and surveillance, response, and remediation of intentional and unintentional drinking water supply contamination events involving chemical, biological, and radiochemical contaminants.

In support of the WLA, EPA has been working to improve intra-regional laboratory preparedness for response to actual or suspected water contamination incidents through the Drinking Water Laboratory Response Preparedness Project. As part of this effort, EPA has developed Regional Laboratory Response Plans (RLRPs) for each of EPA’s 10 regions. The dates of the 2008 RLRP functional exercises are shown on the map below and each regional contact is listed in the "Contact Information" section.

Homeland Security Presidential Directive 9 (HSPD 9) directed EPA, in part, to "develop nationwide laboratory networks for…water quality that integrate existing Federal and State laboratory resources, are inter-connected, and utilize standardized diagnostic protocols and procedures." In response to this aspect of HSPD 9, EPA’s Water Security Division (WSD) proposed and initiated development of the Water Laboratory Alliance (WLA).
