CHARTER
"Working
Collaboratively to Eliminate Health Disparities"
Purpose
Established by OD, CDC: |
|
To promote health and quality of life by
fostering and supporting actions to reduce the
disproportionate burden of preventable disease, injury and
violence, disability, and death among specific racial and
ethnic minority populations. |
|
To participate with the Director
CDC/Administrator ATSDR, Assistant Administrator ATSDR,
Coordinating Center Directors, Centers/Institute/Office
(CIO) Directors, and Division Directors to provide
leadership for minority health action. |
|
To establish a direct communication and
action link related to minority health between the Office of
Minority Health and Health Disparities (OMHD), OD and
Coordinating Centers and CIOs/ATSDR. |
|
To promote and enhance diversity at CDC and
ATSDR by assisting development and implementation of CDC and
ATSDR programs. |
|
|
|
Specific
Functions
Include but are not limited to: |
|
Coordinating CDC/ATSDR activities to support all
Executive Branch, Department of Health and Human Services, and
Public Health Service minority health initiatives, and CIO responses
to DHHS requests for information on CDC and ATSDR minority health
activities. |
|
Serving as an advisor to the Director
CDC/Administrator ATSDR, Assistant Administrator ATSDR, Coordinating
Center, CIO, and Division Directors on minority health initiatives
and issues affecting the agency. |
|
Serving as a consulting body for minority
health-related issues and making recommendations to the Coordinating
Centers and CIOs and/or the Director CDC/Administrator ATSDR when
appropriate. |
|
Providing leadership for developing, revising, and
implementing crosscutting minority health policies and action plans. |
|
Participating with senior managers to set priorities
and objectives, define action agendas, ensure priorities are
implemented, and monitor progress. |
|
Assisting Coordinating Centers, CIOs and ATSDR in
implementing systems to monitor and evaluate the effectiveness of
agency programs to reduce health disparities. |
|
Building momentum among the Coordinating Centers,
CIOs and ATSDR for support and integration of agency-wide minority
health activities and strategies. |
|
Supporting minority health by identifying research,
data, and programmatic needs, and new and expanded resources. |
|
Building networks and providing a forum for
information exchange among Coordinating Center, CIO and ATSDR staff
and among CAMICC representatives and other participants. |
|
Communicating minority health issues and action
agendas to Coordinating Center, CIO and ATSDR program,
administrative, and scientific staff. |
|
Recognizing and rewarding quality minority health
activities, pursuant to current CDC policies regarding awards
and recognitions of merit. |
|
Supporting minority student training and
professional development through CDC, ATSDR, and AHRC internships,
fellowships, and collaboration with institutions of higher learning. |
|
Identifying and disseminating new information,
(e.g., relevant reports from research and academic groups such as
the Institute of Medicine, findings from community participatory
research, and studies of prevention effectiveness and best
practices) to reduce health disparities. |
|
Fostering the development of effective methods for
surveillance, research, communication, intervention, and assessment
in minority populations. |
Membership
|
The CIO Directors and Assistant Administrator ATSDR
designate staff from their units as principal and alternate members
of CAMICC. Although CIOs may have principal and alternate
representatives present at any meeting, there will be only one vote
per CIO. |
Subcommittees and
Workgroups
|
Subcommittees made up of CAMICC members will be
formed as needed for targeted activities that support the work of
CAMICC. |
|
Agency-wide work groups will also be formed as
needed for designated activities, and will be responsible for
developing CIO-specific responses and collecting and reporting
information. |
|
Staff of OMHD will participate on all subcommittees
or working groups. |
Senior
Advisor and CIO Co-Chair
|
The Associate Director for Minority Health (ADMH)
will serve as Senior Advisor of CAMICC, offering oversight and
guidance to CAMICC’s work. |
|
Two CIO-based Co-Chairs will carry out the
day-to-day work of CAMICC, comprising CAMICC’s executive leadership.
The two CIO-based Co-Chairs will be elected every two years by the
CAMICC membership, and will be responsible for conducting meetings
and consulting directly with the Associate Director for Minority
Health. |
