Confidentiality is intended to shield vulnerable children and their families from unnecessary public intrusion.  But there are times when exceptions to confidentiality should be made, such as when releasing information may help locate a missing child.  Recently DHS adopted new confidentiality rules to include the exceptions that will allow us to seek aid outside the State’s child welfare system to help children.

These are all of the Child Welfare Services (CWS) records (approximately 2,000 pages) regarding the Peter Boy Kema Jr. case. These redacted CWS records are being released pursuant to the Hawaii Administrative Rules, Title 17, Chapter 1601, Section 17-1601-6.

At the time of his disappearance, Peter Boy Kema Jr. was residing with his parents, Jaylin Kema and Peter Kema Sr., pursuant to an order by the Family Court of the Third Circuit.
