 In Dallas the project was known as the AIDS Prevention Project. It focused on residents of two pairs of Dallas County census tracts with high rates of syphilis and gonorrhea, indicating that many residents were participating in high-risk behaviors. The selected communities were largely African-American neighborhoods. One of the census tracts in each pair was randomly assigned to receive the intervention based on the toss of a coin.
The project was conducted by the Dallas County Health Department under the direction of Ann Freeman, M.S.P.H., who was the principal investigator for the site. Other key staff were:
