CEA Publications Cost-Effectiveness Analysis in HIV Prevention
Planning: A Guide to Understanding the Literature
Provides a framework for interpreting the literature of CEA studies.
User Guides and Tools
Cost-effectiveness Comparison Tool (CECT)
Enables users to make a comparison of the cost-effectiveness of possible behavioral intervention options by standardizing key pieces of information. The two main items are a measure of effectiveness, computed as the number of cases of HIV that could be averted, and the full economic costs needed to achieve the measured effect.
Intervention Cost Analysis Tool (ICAT)
Organizes user inputs on required resources and computes the cost for implementing a defined intervention. The analysis tool distinguishes fixed and variable costs and computes marginal cost and average cost, depending on the number of clients served.
HIV Prevention Funding Allocation Model (HPFAM)
Computes funding allocations, based on local data input and community planning group priorities, to impact those populations where the greatest number of infections may occur.
