First Responder Training
The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA),
Nevada Test Site (NTS), is designated by the U.S. Department of Homeland Security (DHS),
as the National Center for Combating Terrorism in responder preparation. The Nevada Test
Site’s technical strengths and scientific infrastructure make it an important part
of a global network of multi-user training, test, evaluation, and demonstration locations
used in the war against terrorism.
The Counter Terrorism Operations Support (CTOS) Program
at the NTS develops and delivers training for emergency first responders. Participants are
trained to take immediate, decisive action in preventing or mitigating terrorist use of
radiological or nuclear WMDs, such as Improvised Nuclear Devices (INDs) and Radiological
Dispersal Devices (RDDs or “dirty bombs”). Training courses and exercises
conducted at the NTS, municipality-hosted locations and online, provide state and local
first responders with essential tools needed to protect their communities. A realistic
operational environment is critical in training our nation’s first responders to prepare
them both physically and psychologically for a WMD event.
This program trains approximately 10,000 first responders per year. For more information or to

The U.S. DOE, NNSA is a charter member of the National Domestic Preparedness Consortium (NDPC).
NNSA develops and delivers training courses for the Federal Emergency Management Agency (FEMA)
National Preparedness Directorate (NPD) Training Exercise Integration and DHS Domestic Nuclear
Detection Office (DNDO). Its continuing role is to provide expertise and training to the state
and local emergency response community. This partnership of several nationally recognized public
universities, the DHS, and NNSA are bound together into a single, well-coordinated and fully
integrated training program of the highest caliber.
