The Adult Protective Services Division provides services mandated by state law on behalf of persons age 18 years of age or older. Services include investigation of reports of abuse, neglect and/or exploitation; protective placement; caregiver services; and legal services, such as filing for guardianship/conservatorship. This Division transferred to the Department from the Children, Youth and Families Department on July 1, 2005.

Additionally, case management is provided to ensure that a comprehensive array of services is explored and accessed by persons in need of protective services. The Division’s efforts are targeted toward preventing and/or alleviating conditions that result in abuse, neglect and/or exploitation; preserving families; and maintaining individuals in their homes and communities. To support individuals and their families, the Division also provides home care, adult day care, and attendant care services.

Division employees provide home care services on a short-term basis to immediately alleviate risk factors resulting in adult abuse, neglect and/or exploitation. Contracted home care services are provided on a more long-term basis to those who meet income eligibility criteria. These services foster the maintenance of safe home environments, provide respite for caregivers and/or prevent further cognitive or physical deterioration.

The Division contracts for the provision of adult day care services to provide an organized, structured, community-based program of therapeutic services and activities for adults with impaired ability to perform activities of daily living. Adult day care is provided for two or more hours a day, on a regularly scheduled basis, one or more days per week, in a licensed facility. Attendant care is the provision of non-medical personal care and home management in an individual’s home. A family member paid by the Division typically provides the service. An individualized plan of care determines the services to be provided.

Objectives

  • Design a management structure that ensures proper supervision of adult protective services staff statewide.

  • Implement a public information campaign designed to inform the aging network and the general public about the severity of the problem of adult abuse, neglect and exploitation; their reporting responsibilities; and the services provided by the Division to alleviate and prevent the problem.

  • Implement a continuous quality improvement/management system to ensure consistent, standardized provision of services statewide.

  • Develop a data tracking system that provides accurate statistics on the incidence of adult abuse, neglect and exploitation, and that can be used to document the intake, investigation, and case management processes.

  • Provide initial and on-going training to adult protective services staff statewide in order to ensure standardized service provision.

  • Establish an on-call system that ensures timely response to emergencies and adequately compensates on-call staff.
  • Complete grant applications as due and explore new funding sources to ensure adequate support for adult protective services statewide.
  • Explore new evidence-based treatment modalities that will result in the reduction of recidivism.
  • Conduct fiscal and programmatic audits of the adult day care and home care contracts. Revise the contract award process to ensure that communities most in need and contractors providing quality services are given priority.
  • Establish a work group consisting of representatives from the Division and aging network providers to address issues related to service delivery coordination.
  • Evaluate attendant care services and explore alternative service options.
  • Explore funding sources to support the provision.
