Other Laws That Affect Training

Congress often enacts laws that, while not amending Title 5 USC Chapter 41, affect agency human resource development programs and employees subject to them.

For example, Section 347 of the Department of Transportation and Related Agencies Appropriations Act of 1996 Pub. L. 104-50 (1995) exempted the Federal Aviation Administration from most provisions of Title 5 of the United States Code, including the training provisions in Title 5 USC Chapter 41.

Section 9 of the Ryan White CARE Amendments Act of 1996 Pub. L. 104-146(1996) prohibits requiring any Federal employee to attend or participate in an acquired immune deficiency syndrome (AIDS) or human immunodeficiency virus (HIV) training program, except for training necessary to protect the health and safety of the Federal employee and the individuals served by such employees.

Important laws that affect training are included in the section of the handbook on legal references by subject area.
