Pugsley Director, Division of Adult Education and Literacy Office of Vocational and Adult Education U.S. Department of Education ************************** Editor: Sarah Newcomb Production: Rose Tilghman ************************** President Announces Adult Education Initiative President Clinton joined adult learners at Lucent Technologies/AT&T Training Facility in Oakton, Virginia January 28 to announce a major new adult education initiative contained in his FY 2000 Budget proposal. Lucent has a significant workplace literacy and GED program as well as other training efforts under way. The Presidential initiative includes: + A $95 million increase (to $468 million) to expand adult education State grants and challenge State and local governments to dramatically increase program quality; + $70 million for an English Literacy/Civics Initiative providing competitive grants to States and communities to expand access to high quality English language instruction linked to practical instruction in civics and life skills; + $23 million for "America Learns Technology" to subsidize the development of technology for adult learners; + $2 million for a "High Skills Communities" Campaign to mobilize States and local communities to implement strategies to promote adult basic education. Up to ten communities will be selected for $500,000 awards annually for achieving concrete results; and a + W orkplace Education Tax Credit for employers who provide certain workplace literacy, English literacy, and basic education programs for their eligible employees. OVAE Briefs Ed Groups on WIA, Budget Assistant Secretary Patricia McNeil and Jon Weintraub sat down with leaders of a range of education groups here on January 25. The Assistant Secretary provided groups with an update on implementation of the Workforce Investment Act (WIA) and listened to concerns about implementation. The groups raised questions about One-Stops and other issues. McNeil's advice on One-Stops was to "Get there and be part of the conversation.
