Federal Health Architecture (FHA)
Overview - FHA Principles
FHA Principles provide guidance toward achieving the vision of interoperability in support of the President's health IT plan to enable better care, increase efficiency and improve population health.
These principles summarize FHA's commitment to all stakeholders:
- Stakeholder-driven - All FHA offerings and services will focus on meeting the needs of its stakeholders - from federal agencies to taxpayers.
- Accountability - Each task or activity which FHA undertakes will establish a joint accountability with the stakeholders (i.e., FHA Leadership, ONC or sponsor agency) to ensure that tasks, and all related products and outcomes, are in alignment with federal health IT priorities and that stakeholder needs are met.
- Leveraging - FHA will maximize productivity by coordinating participation; pooling existing federal expertise and experience to ensure that agencies make effective use of health IT; and leveraging common technologies to achieve economies of scale.
- Knowledge - FHA will build and maintain a Federal Health Architecture Body of Knowledge to assist agencies with research and to provide information on issues relevant to the federal health IT community.
- Change - FHA will work directly with federal agency leaders to identify opportunities to use health IT effectively at their agencies and to make knowledge accessible in a way that empowers and accelerates change at agencies.
- Value - FHA will demonstrate the value of each of task or activity it undertakes and obtain buy-in from stakeholders on objectives, deliverables, scope and timeframes before engaging federal resources to ensure that an efficient and a purposeful approach is taken toward the realization of benefits for stakeholders.
