Dear Ralph:
    Einstein said, " Not everything that can be counted counts and not 
everything that counts can be counted."  Juliet Merrifield warns us in Focus 
on Basics and in Contested Ground that what's counted becomes what counts.   
     When it comes to accountability we need to be in agreement about what 
counts beyond test scores and GEDs.  Have any states moved beyond the 
traditional ways to measure outcomes?  What has been the experience of ABE 
practitioners participating as stakeholders/partners in the development of 
the performance standards required by the Workforce Investment Act?
Were you able to advocate to include the  kind of growth and learning  that a 
test doesn't show but that as a practitioner you know  occurs in your ABE 
classroom?  What would capture what counts to you and your students - keeping 
in mind that to be acceptable to funders, the measurement method will have to 
fit into a computer program and be applicable across programs and learners?
