Real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of hazardous substances, pollutants, contaminants, controlled substances, petroleum or petroleum products, or mine-scarred land.
Brownfields Program
As part of the US EPA's initiative to reuse and revitalize contaminated property, the Brownfields Program provides funds and technical assistance to states, communities and other stakeholders in economic redevelopment to work together to prevent, assess, safely cleanup, and sustainably reuse brownfields.
Brownfields Success Story
Santa Fe , New Mexico - The citizens of Santa Fe partnered to create the Railyard Master Plan and direct the sustainable redevelopment of an essentially abandoned 50-acre railyard site. Their vision honored the Railyard's history and engaged the culture, arts, and landscape of the city. Contaminants, consisting of lead, other metals, as well as petroleum and petroleum products, in the soil and groundwater were characterized through funding from an EPA Brownfields Assessment Grant and Targeted Brownfields Assessment. The New Mexico Environment Department also provided assessment services. A grand opening celebration was held recently to herald this successful blending of live-in artist studios, galleries, museums, farmers' market, retail shops, office space, and over thirteen acres of open space with a park, plaza, and pedestrian promenade. Trains continue to arrive and depart from the depot. The Railyard practices water harvesting and will use other innovative, environmentally responsible systems.

Heifer International, Little Rock, Arkansas - Green Building - Green Parking Lot
Inter-Tribal Environmental Council (ITEC) - Redevelopment - Former School Becomes Home for PACE (Program of All-inclusive Care for the Elderly) in Tahlequah, Oklahoma.
Three Region 6 brownfields grant recipients were awarded supplemental funding through the Brownfields Sustainability Pilot program.
- City of Laredo - EPA funding will assist with the design of energy and resource conservation building features for a new recreation center adjacent to a reclaimed contaminated wetland along Chacon Creek.
- Latino Community Development Agency, Oklahoma City - EPA assistance will support the design plans for a community rooftop garden with a sustainable stormwater management system on a former commercial retail property being transformed into a critically needed community resource.
- City of Houston - Supplemental funding will support analysis of environmental, engineering, and energy issues for a proposed solar power plant on a former landfill.
Economic Incentives for Brownfields Redevelopment in Louisiana
The Louisiana Department of Environmental Quality (LDEQ) has promulgated rules
and developed a program for providing economic incentives for
Brownfields Redevelopment. The Louisiana Investor Tax Credit is a tax
incentive created by the Louisiana legislature to stimulate
environmental economic development in Louisiana by encouraging the
environmental investigation, cleanup, and redevelopment of the
brownfield properties in Louisiana. This tax credit is authorized by
Louisiana State legislation R.S. 47:6021 and is jointly administered by
LDEQ and the Louisiana
Department of Revenue. Applicants for this tax credit must participate
in the Louisiana Voluntary Remediation Program administered by LDEQ.
This tax incentive provides a credit of 15% of environmental
investigation costs and 50% of environmental remediation costs incurred
as part of a Voluntary Remediation Investigation (VRI) or a Voluntary
Remedial Action (VRA) pursuant to the Louisiana Voluntary Remediation
Program at a qualifying brownfield site in the state. The tax credit is
transferable to other non-responsible persons and may be carried forward
for ten years. The tax credit is applied to the applicant’s Louisiana

Region 6 Brownfields Accomplishments
Since the Brownfields Program inception in 1996, Region 6 grantees have been awarded more than $50 million in brownfields competitive grants. Region 6 is proud to report that over 1000 sites have been assessed, 11,600 jobs created, and $2.4 billion leveraged in redevelopment.
