Don Rawlings Named Manager of Brookhaven Lab's Procurement & Property Management Division

UPTON, NY - Don Rawlings has been named Manager of the Procurement & Property Management Division at the U.S. Department of Energy's (DOE) Brookhaven National Laboratory, effective March 10.

In that position, Rawlings will oversee approximately 60 employees and a $7.3 million annual operating budget. The division is responsible for all Laboratory purchases, from paper clips and pencils to sophisticated scientific technologies, such as scanning electron microscopes and superconducting magnets for accelerators, and for all subcontracted services. During fiscal year 2007, a period from October 1, 2006, to September 30, 2007, the Laboratory had a procurement budget of approximately $181 million, and it purchased approximately $40 million of supplies and services from Long Island businesses.

In addition, the division headed by Rawlings manages the control and handling of government property at Brookhaven. The division is required to oversee the entire life cycle of all government property used by the Laboratory - from receiving the property, taking inventory to account for it, and disposing of it.

"I have worked within the Department of Energy complex for over 20 years, so I am very familiar with its requirements," said Rawlings. "My immediate objective at Brookhaven is to get to know the staff and business processes, then to understand how the division is operating and look for areas of improvement."

Don Rawlings earned a bachelor's degree in business administration and American history from Mercyhurst College in 1981 and an MBA from the University of Pittsburgh in 1985. After serving in the U.S Marine Corps and Marine Corps Reserve, Rawlings became Manager of Materials and Rentals Procurement at the Naval Reactors Facility in Idaho Falls in 1988, eventually becoming Materials Manager and then Deputy Maintenance Process Owner, responsible for the operation of the maintenance department at that facility.

In 2000, Rawlings joined Bechtel, Babcock & Wilcox, Inc. at DOE's Idaho National Laboratory in Idaho Falls as a senior business consultant, and, in 2001, he was named Manager of Material Control and Purchasing. In 2005, he joined the staff of the Hanford Waste Treatment Plant being constructed to stabilize nuclear and chemical waste by Bechtel National for DOE in Richland, Washington. Rawlings held various management positions in purchasing at the plant, the most recent being the Procurement Operations Manager.
