ACTION TRANSMITTAL

TO:   STATE ADMINISTRATORS OF STATE PUBLIC WELFARE AGENCIES, CHILD WELFARE SERVICES STATE GRANT PROGRAM

SUBJECT:   (1) New Approved Annual budget Request Form for Child Welfare Services, Title IV-B (CWS-101 (2) Tentative Allotment for Submittal of CWS-101 for FY 81 Funds for Title IV-B

CONTENTS:

  1. OMB has approved a new form, the Annual Budget Request form, CWS-101. This form replaces the CWS-2 and CWS-1, beginning with FY 1981 Budgets.

  2. The AT-80-06 of August 21, 1980 provided information about the tentative allotment to States and Territories of funds requested in the President's budget, Fiscal Year 1981. This AT(81-01) provided supplementary information and modifies the State and Territorial allotment to reflect the absence of a final FY 1981 appropriation. The House of Representatives has approved an appropriation of $163,550,000 for the Title IV-B, Child Welfare Services Program.

However, the program is operating now on a continuing resolution passed on October 1,1980, which continues the Title IV-B appropriation at $66,150,000 until December 15, 1980. Therefore, States may only request their share of $66,150,000 (the same amount that was appropriated for FY 1980). States will be notified of any further Congressional actions. States that have not submitted requests for the FY 1980 supplemental request (totaling $9,650,000) should make their requests on a separate copy of the CWS-101, since those funds are for FY 1980. Only the fourth quarter need be filled in on that form. However, any State that has already submitted a revised CWS-2- for FY 1980 and a CSW-10 for the supplemental does not need to re-submit its request for those funds.

ATTACHMENTS:   (1) CWS-101, Annual budget Request for Title IV-B Funds (2) State Grant Table showing tentative FY 1981 apportionment of Federal Child Welfare Services State Grant Funds (3) Notes on possible direct payments to Indian tribal organizations.

ACTION REQUIRED:   The CWS-101 should be submitted by States to claim FY 1981 funds based on the tentative allotment contained in this Action Transmittal; when Congress has enacted and the President has signed the FY 1981 appropriation, final allotment will be sent to all States and Territories. As soon as the final allotment is received by the States and Territories,the States and Territories should submit a revised CWS-101 to claim their share of the final allotment.
