Executive Order 12898 on Environmental Justice

This order focuses on environmental justice in relation to minority populations and low-income populations. Topics addressed are as follows: Agency Responsibilities; Development of Agency Strategies; Federal Agency Responsibilities for Federal Programs; Research, Data Collection, and Analysis; Subsistence Consumption of Fish and Wildlife; and Public Participation and Access to Information.

Integration of Environmental Justice Into OSWER Policy, Guidance, and Regulatory Development

It is OSWER's policy that environmental justice be considered as an integral part in the development of all OSWER policies, guidances and regulations. This directive carries out a recommendation in the OSWER Environmental Justice Task Force Draft Final Report.

Environmental Justice Action Plans

The OSWER EJ Action Plan was developed with input from the various OSWER program offices. The action plan outlines specific goals, strategies, and activities for staff to use as a guideline when incorporating and implementing environmental justice activities in their respective programs. This action plan is written in response to goals outlined in the Administrator’s August 9, 2001, Memorandum, entitled EPA’s Commitment to Environmental Justice. This plan has been completed in accordance with the guidance provided by the Office of Environmental Justice.

Environmental Justice Action Agenda

The Environmental Justice Action Agenda provides a concise summary of OSWER's original strategy. It describes specific action items to be taken by Headquarters and the Regions, and a description of the implementation process for ensuring that major issues, identified by the National Environmental Justice Advisory Council (NEJAC) and others, continue to be recognized and addressed.

Public Dialogues on Urban Revitalization and Brownfields: Envisioning Healthy and Sustainable Communities

In 1995, the National Environmental Justice Advisory Council (NEJAC) Waste and Facility Siting Subcommittee and the U.S. Environmental Protection Agency (EPA) co-sponsored a series of public hearings entitled "Public Dialogues on Urban Revitalization and Brownfields: Envisioning Healthy and Sustainable Communities." NEJAC is the formal advisory committee convened by EPA to provide advice on issues of environmental justice. It consists of grassroots leaders from impacted communities, environmental justice scholars and advocates, and representatives from a broad range of stakeholder groups.

Sensitive Environments and the Siting of Hazardous Waste Management Facilities

This brochure describes types of environments that pose special challenges to the siting, expansion, and operation of RCRA hazardous waste management facilities. The environmentally sensitive locations addressed are floodplains, wetlands, groundwater, earthquake zones, karst soils, unstable terrain, unfavorable weather conditions, and incompatible land use.

1996 Waste Programs Environmental Justice Accomplishments Report

This, the second Waste Programs Environmental Justice Accomplishments Report, updates and documents the progress made throughout the Agency in addressing environmental justice in waste programs since the 1995 Report. The report is divided into two sections: Cross-cutting Issues, which presents initiatives in areas that have implications for all waste programs, and Program-Specific Issues, which presents initiatives that focus on a particular waste program. Individual entries in each section generally reflect actions taken since March 1995.
